ESSENTIAL JOB FUNCTIONS:
Under the supervision of the Accounting Manager, the incumbent is accountable for comprehensive accounting and financial reporting (both internal and external) pertaining to designated funds. This role involves performing necessary reconciliation tasks to uphold the integrity of the accounting system. The individual will compile, analyze, and prepare financial data for accurate general ledger entries and sub-systems. Responsibilities include assisting in the preparation of schedules for the Annual Comprehensive Financial Report (ACFR) and the Single Audit Report (SAR) as assigned. The role requires the preparation of audit documentation for annual or special audits for designated areas and collaboration with external auditors during the annual audit process. The incumbent will make adjusting and closing entries and review journal entries created by other departments for accuracy and adequacy of funds. Regular updates and verification of posting transactions to the general ledger and other systems are essential. The preparation of financial statements and supporting documentation is also a key responsibility. The role seeks to enhance accounting systems by recommending procedural modifications and staying informed about generally accepted accounting principles. The individual will enter transactions into the accounting system and generate financial reports using automated accounting systems. Responsibilities include preparing balance sheets, income statements, cash flow statements, and other specialized financial reports. The incumbent will reconcile general ledger account balances and document month-end and year-end transactions. Management of special projects as assigned, including those of varying complexity, is expected. The individual will research current and emerging accounting standards and may summarize findings for management presentations. Maintaining financial security through adherence to established internal accounting controls is crucial. The role also involves interpreting city policies and procedures for external clients and auditors.

TYPICAL PHYSICAL DEMANDS: Primarily involves deskwork. Requires clear communication skills, both verbal and written, with management, staff, and external auditors. Proficiency in using general office equipment, such as personal computers, calculators, and telephones, is necessary.
TYPICAL WORKING CONDITIONS: Work is conducted in an office setting that involves interaction with staff.
MINIMUM QUALIFICATIONS: A Bachelor's degree in Accounting, Finance, or a closely related field, along with seven (7) years of experience in Accounting or Finance, or a combination of experience and training that enables the performance of essential job functions. CMFO certification must be obtained within 24 months of hire and maintained as a condition of continued employment in the Accountant III tier. Demonstrated advanced application of generally accepted accounting principles (GAAP) is required. Proficiency in Microsoft Office applications is highly desirable. CPA or MBA credentials are preferred. Experience in governmental or non-profit accounting is advantageous. Familiarity with Oracle Financials is a plus.
