Job Summary

We are seeking a highly skilled Telecommunications Specialist to join our team at the U.S. Marine Corps. As a Telecommunications Manager (Spectrum Manager), you will play a critical role in ensuring the effective and efficient management of the electromagnetic spectrum.

Key Responsibilities
  • Provide spectrum policy, guidance, and procedures at the Marine Corps Installation level.
  • Ensure effective and efficient spectrum management is considered at all levels of operational planning.
  • Establish procedures and guidance for the accurate assignment, coordination, and identification of discrepancies within the electromagnetic spectrum.
  • Responsible for the timely and accurate identification, reporting, and resolution of Electromagnetic Interference (EMI) for assured access to the electromagnetic spectrum.
  • Ensure MCI compliance with applicable international, national, DoD, Joint, DON, and Marine Corps statutory and regulatory policies.
  • Provide local electromagnetic spectrum management, planning, policy, prioritization, and resourcing for MCIWEST and regionally supported commands/installations requiring spectrum management expertise.
  • Provide technical training and advice to MCIWEST installations.
  • Provide daily, semi-annual, and annual training statistics to the MCIWEST Operations Manager concerning all spectrum-related training.
Requirements
  • At least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience must demonstrate the following:
    • Managing the electromagnetic spectrum for an organization to ensure operational readiness.
    • Establishing procedures and guidance for the accurate assignment, coordination, and identification of discrepancies with the electromagnetic spectrum.
    • Ensuring spectrum usage is in compliance with applicable international, national, and organizational telecommunication regulatory policies.
    • Developing and implementing new electromagnetic spectrum methods that satisfy policy and operational requirements.
    • Resolving issues involving conflicting telecommunications requirements and recommending changes in electromagnetic spectrum policy issuances.
