POSITION OVERVIEW:

The Water Billing Coordinator plays a crucial role in managing the utility billing and meter operations for the organization. This position is responsible for delivering exceptional customer service to over 5,600 clients, generating monthly invoices, and overseeing the collection of approximately $23 million annually. The Coordinator ensures the accuracy and reliability of the City's billing and meter reading systems and processes.

KEY RESPONSIBILITIES:

  • Oversee the monthly billing process for water and stormwater utilities, including penalty assessments and related notifications such as collections, final bills, past due alerts, and service disconnections; maintain comprehensive records of all accounts, meter data, and modifications.
  • Address inquiries from staff and customers regarding billing issues, meter readings, and other service-related matters; conduct thorough research and analysis of account histories to resolve billing discrepancies; ensure prompt resolution of urgent issues and verify that any systemic problems are rectified.
  • Prepare month-end and year-end financial closings, adjustment entries, account reconciliations, and comprehensive reporting.
  • Manage the meter data collection and reading process, including scheduling and prioritizing meter inspections; collaborate closely with field personnel to guarantee consistent and professional service delivery; analyze usage data and handle service requests effectively.
  • Support various customer service functions within Public Works and Public Utilities, and provide assistance to other members of the Public Utilities Administrative team as needed.
  • Develop analytical reports and queries to identify and troubleshoot issues related to meter data.
  • Oversee the Service Request process, ensuring timely handling of all requests by field crews and accurate documentation of actions taken.
  • Compile and organize reports, documents, spreadsheets, historical data, and billing statements to address inquiries from staff and customers as necessary.
  • Configure water utility data management software to facilitate analysis of water consumption, rate structures, potential leaks, and other operational challenges.
  • Collaborate closely with the City Engineering Department, Public Utilities Engineering, and the Finance Department.
  • Perform additional duties as assigned.

MINIMUM REQUIREMENTS:

  • A Bachelor's degree in a relevant field or four years of experience in finance, accounting, billing, or a related area.

PREFERRED QUALIFICATIONS:

  • Two years of experience in a utility or public sector role involving data analysis, project management, and budget oversight.
  • Familiarity with water utility operations, programs, and software such as Eden, Water Smart, and Sensus Analytics.

WORK ENVIRONMENT:

  • Primarily office-based work environment.
  • Occasional exposure to high-pressure situations while interacting with customers.
  • May involve limited travel for meetings, training sessions, and conferences.
