Position Overview:
This role involves representing the Agency in complex development initiatives and ongoing systems operations during discussions with senior leadership. The objective is to communicate project status, technical challenges, solutions, options, risks, and recommendations as necessary.
Key Responsibilities:
- Develops strategic communication plans and performs thorough analyses of intricate issues, risks, project status, change management, and scope adjustments.
- Reviews and evaluates design proposals while coordinating Human Centered Design (HCD) and User Acceptance Testing (UAT) for application development projects, ensuring an optimal user interface and experience.
- Oversees all phases of product development, from scope identification and design to development, testing, and final release.
- Provides guidance and advice on IT project management activities.
Qualifications:
To qualify for this position, candidates must be U.S. Citizens or Nationals and will undergo a background and suitability investigation. Additionally, applicants must demonstrate IT-related experience that reflects the following competencies:
- Attention to Detail: Demonstrates thoroughness in work and a conscientious approach to detail.
- Customer Service: Engages with clients and customers to assess needs, provide assistance, and resolve issues effectively.
- Oral Communication: Effectively conveys information to individuals or groups, tailoring messages to the audience and context.
- Problem Solving: Identifies issues, evaluates information accuracy and relevance, and uses sound judgment to generate alternatives and recommendations.
Experience Requirements:
Applicants must have at least one year of specialized experience equivalent to the GS-13 grade level, which includes:
- Managing the implementation of web-based applications and their associated system interfaces.
- Leading Scaled Agile Framework (SAFe) software product development teams and planning events.
- Collaborating with various business partners on operational or technical aspects of healthcare systems and projects.
Additional Information:
This position may offer flexible working arrangements, including telework options. Supervisory roles require regular office attendance, while non-supervisory positions have different reporting requirements.
