Business Analyst

PALCO Inc. is a visionary company pioneering an emerging health-care movement that empowers people with disabilities and those aging to live independent and quality lives. As a Business Analyst, you will play a crucial role in designing and implementing data flow between PALCO, partner, and customer applications. You will ensure robust payroll systems processing, tax reporting, and Medicaid program eligibility.

Key Responsibilities:
  • Participate in new program onboarding to gather and document requirements related to self-directed Medicaid plan participation.
  • Plan implementation projects with specific steps for discovering requirements; mapping data elements; requesting changes to the PALCO database and accounting system; developing connectivity and document test protocols; coordinating with third parties; and testing and successfully implementing projects.
  • Troubleshoot data transmission issues that affect payroll and medical claims, understand and document reasons for rejection, and work with internal and external teams to correct these, as well as prevent future issues.
  • Develop positive working relationships with external counterparts and internal teams, such as the Financial Management Services, Payroll, Billing, Product, and Software Development teams, following existing processes and suggesting improvements for working more efficiently and effectively.
  • Act as a subject matter expert and owner for data exports and imports to and from the company's applications, accounting system, reporting warehouses, and HIPPA Suite. Expert in eligibility checks and PII/PHI. Supports secure payroll processing efficiency and tax reporting.
  • Become the product owner for PALCO's billing system, including the voice of internal customers regarding improvements to the front-end function and user interface, as well as backend processes. This will require the ability to articulate and prioritize epics and stories to the development team.
  • Become the product owner for PALCO's accounting and payroll system, working with PALCO's Financial Services Team to set up new companies and processes, plus mapping data elements and ensuring synchronized system operations.
  • Perform duties in compliance with all standards and laws, such as HIPPA and GAAP.
Requirements:
  • Understand basic accounting, tax, payroll, payment, remittance, and billing processes, as well as enabling software.
  • Knowledge of PII, PHI, HIPPA, Medicaid, and accounting-related compliance and internal controls.
  • Strong acumen to gather and write business requirements for any audience, i.e., external customers, internal development teams - balancing specificity and conciseness.
  • Command of project management principles and practices, with expertise communicating clear steps, timelines, dependencies, and risks with mitigation and contingency strategies.
  • Leadership and facilitation of internal and external meetings with excellent planning; agenda communication; follow-up action items, owners, and timelines. Participates as a subject matter expert when attending others' meetings.
  • Ability to visually represent processes using MS PowerPoint, Visio, and other tools.
  • Familiarity with Atlassian Confluence, JIRA, Trello, Mural, and other collaboration tools.
  • Experience writing queries to extract relevant data for use in PALCO systems and applications.
Education and Qualifications:
  • Bachelor's degree (B.A. or B.S.) or equivalent and four years related experience in finance, accounting, computer science, or a related field.
  • Minimum of two years of experience in business, financial, or data analysis.
  • Familiarity or certification in Agile frameworks helpful.
  • Excellent PC Skills - must be proficient with MS Office Suite (Word, Excel, Outlook, PowerPoint).
  • Excellent oral and written communication skills.
  • Must be able to work in a fast-paced and deadline-driven environment and work minimal overtime when needed.
  • Must have good organizational and interpersonal skills, strong attention to detail, and work independently under tight deadlines.
