Job Overview

We are in search of a Lead Construction Quality Inspector to oversee and ensure the highest standards in construction projects.

This role involves evaluating construction techniques and quality to guarantee that contractors adhere to the prescribed plans and specifications for roadways, bridges, and associated structures. Responsibilities include monitoring project quantities and generating daily progress reports. The inspector will act as a consultant on work advancements and issue resolution, potentially serving as the sole inspector on a project or assisting in multiple inspections for complex tasks within a public roadway system. Training and mentoring of junior inspectors will also be part of the responsibilities.

Key Responsibilities:

  • Conduct observations and inspections of ongoing construction activities.
  • Travel to various project sites to verify that contractors are constructing roadways, bridges, and related infrastructure in compliance with established plans and specifications.
  • Collaborate with Project Engineers, resident project representatives, and contractors' superintendents to address work progress and construction challenges; review equipment utilization data and time/cost estimates.
  • Ensure that adequate levels of equipment and materials are allocated to projects; verify that material tests are conducted and that materials meet the required standards.
  • Monitor project scheduling and traffic control plans, ensuring adherence to approved safety protocols; inspect barricades and adjust traffic control devices as necessary.
  • Engage in drafting, design, and surveying tasks.
  • Assist in the collection of engineering-related data, inspections, assessments, analyses, and reviews for plan development.
  • Provide training and mentorship to less experienced inspectors on effective work methods.
  • Guide and develop technical staff in testing and inspection protocols and material specifications.
  • Document project progress and any issues that arise throughout the project lifecycle.
  • Notify plant personnel of material or production issues, reject substandard materials, and help identify the root causes of material-related problems.
  • Analyze procedures to pinpoint deficiencies and recommend enhancements to management.
  • Interpret plans and specifications, negotiating with producers and suppliers to resolve discrepancies.
  • Review construction documentation, inspection reports, and audit records to ensure compliance with plans and specifications.
  • Perform additional job-related duties as assigned.
  • Participate in pre-construction meetings and address inquiries from contractors and other participants.
  • May assist in the planning and coordination of office operations.
  • Ensure timely and accurate submission of monthly estimates by inspectors to facilitate contractor payments.

Qualifications:

  • High School Diploma or GED equivalent.
  • A minimum of 10 years of experience in construction, maintenance, construction inspection, engineering support, materials, or process inspection.
  • Familiarity with TxDOT Standard Specifications, Standard Plans, Construction Contract Administration Manual, TxDOT QAP, TxDOT Guide Schedule of Sampling and Testing, and TxDOT Construction forms.
  • Exceptional attention to detail.
  • Strong analytical and critical thinking abilities.
  • Excellent written and verbal communication skills.

Competencies:

  • Knowledge of applicable governmental laws, rules, and regulations relevant to safeguarding information and information technology systems.
  • Proficiency in inspection methods, procedures, and techniques.
  • Understanding of testing methods, processes, and procedures.
  • Basic knowledge of roadway design.
  • Familiarity with the Texas Manual on Uniform Traffic Control Devices.
  • Ability to read and interpret plans, schematics, blueprints, and maps.
  • Competence in performing calculations using algebra, trigonometry, and geometry.
  • Commitment to maintaining a safe working environment.
  • Ability to prepare and maintain confidential and sensitive records, files, and reports.
  • Proficiency in using computers and relevant software applications.
  • Effective communication skills.
  • Ability to lift up to 50 pounds as required.

Licenses and Certifications:

  • Valid Driver's License is required.
  • This position is classified as Safety Impact and is subject to random drug testing.
