Description/Duties

The current vacancy is for the General Environmental Assignment; however, this recruitment will be used to establish an eligible list to fill possible future vacancies in all assignment areas.

An Environmental Programs Specialist engages in professional and technical responsibilities related to the department's asbestos management, air quality control, environmental site evaluations, facility environmental assessments, hazardous materials handling, lead paint management, stormwater oversight, and environmental water quality initiatives. Key responsibilities include: analyzing proposed and finalized environmental regulations to assess their impact on municipal operations; interpreting regulatory standards and offering compliance guidance to various departments; formulating compliance strategies; evaluating compliance programs to ascertain their effectiveness; devising corrective and preventive action plans; conducting public outreach and educational initiatives; training municipal staff on environmental compliance obligations; performing audits and inspections of both public and private facilities; collaborating with city department representatives and the public; drafting compliance and enforcement documentation; and overseeing environmental projects.

Employees in this role are tasked with supervising field activities and are expected to make informed decisions regarding compliance requirements. They represent the City in meetings with regulatory bodies, regional municipal collaborations, and professional organizations. Teamwork is essential for developing and implementing compliance programs, with a focus on continuous learning and sharing best practices to remain informed on environmental compliance matters and enforcement strategies. This role encompasses related duties as necessary.

General Environmental Assignment: This assignment primarily focuses on managing the department's asbestos, air quality, environmental site assessments, lead paint, stormwater, hazardous waste generated by the City, environmental audits of City facilities, and water quality programs. Support for the Household Hazardous Materials Facility may also be required.

Hazardous Materials/Waste Assignment: This assignment emphasizes the management of the City's Household Hazardous Waste Facility, which may involve Saturday work hours. Responsibilities include training staff, creating weekly work schedules, and ensuring proper handling of hazardous materials and waste by Environmental Technicians and contractors.

This classification is distinct from that of Environmental Technician due to the broader knowledge required in the professional environmental field, the complexity of assignments, and the greater independence in executing tasks. An Environmental Programs Specialist operates with significant autonomy and limited supervision, regularly exercising independent judgment in technical work while maintaining professionalism in interactions with the public, other City employees, and external agencies. A comprehensive understanding of various environmental regulations is essential for making independent decisions. Employees must analyze environmental implementation activities and make accurate compliance assessments during inspections and daily operations. Effective interpersonal skills are necessary to manage challenging situations that often involve conflict and communication with upset individuals. The ability to present complex technical information in an understandable manner to diverse audiences is crucial. Employees may be required to work outside of regular hours and be on-call, responding to environmental incidents and making on-site decisions as needed.

This position reports to the Environmental Programs Supervisor, with performance evaluated through meetings, written reports, and overall outcomes achieved.

Qualifications & Requirements

Minimum Qualifications Required: Graduation from an accredited college or university with a Bachelor's Degree in Chemistry, Biology, Environmental Sciences, or a closely related field. Considerable (3-5 years) of full-time work experience in environmental and compliance-related programs.

Special Requirements: Must possess a valid Class D Arizona Driver's License by hire or promotion date. Must meet the qualifications to wear a tight-fitting respirator by passing a medical evaluation in accordance with Code of Federal Regulations (CFR) by hire or promotion date and maintain certification. Must obtain Occupational Safety and Health Administration 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within 12 months of hire or promotion or maintain annual refresher training. For program areas directly managed by this class, must obtain Asbestos Hazard Emergency Response Act (AHERA) certification, Department of Transportation Hazardous Materials (DOT) certification, and United States Environmental Protection Agency Resource Conservation and Recovery Act (RCRA) certification within 12 months of hire or promotion date, and maintain annual refresher training.

Substance Abuse Testing: Due to the safety and/or security-sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug, and/or controlled substance testing as outlined in City policy and procedures.

Preferred/Desirable Qualifications: Strong verbal and written communication skills.

General Environmental Assignment: Considerable years of broad-based experience including: managing asbestos, stormwater, air quality, hazardous materials/waste, underground storage tank programs, and environmental site investigation/remediation. Considerable years of experience dealing effectively with the general public, consultants, contractors, and regulatory agencies. Preferred certifications include Certified Environmental Auditor, Certified Hazardous Materials Manager, Certified Environmental Manager, Certified Industrial Hygienist, Professional Engineer, and/or Registered Geologist.

Hazardous Materials/Waste Assignment: Considerable years of experience in the management of hazardous materials/wastes. Considerable years of experience dealing effectively with the general public, consultants, contractors, and regulatory agencies.
