About the Job

The GIS Asset Analyst position is a key role within the Bend Park & Recreation District, responsible for managing and implementing the district's Geographic Information System (GIS), Computer Maintenance Management System (CMMS), and utility management databases. This position requires a strong understanding of GIS software, asset management principles, and data analysis.

Key Responsibilities
  • Lead, maintain, and expand GIS program, CMMS/asset management, and utility management databases.
  • Work with GIS, CMMS, and utilities management software to leverage asset management data for developing analytical reports, dashboards, maps (static and web) and spreadsheets necessary to support departmental and district business decisions.
  • Serve as technical expert for all in-office and mobile asset management systems, including CMMS/asset management software, GIS, work order management systems, and utilities management systems.
  • Maintain a comprehensive inventory of physical capital assets managed by the Park Services Department, including the history of inspections, repairs, maintenance, rehabilitation, failures, replacements, replacement cost, and condition assessments of those assets.
  • Collect, analyze, and interpret internal and external data to provide detailed explanations and support decision-making.
  • Edit and update Park Services databases, including spatial databases, and create GIS data, define data schemas, and oversee assets from construction drawings into GIS and other asset management systems.
  • Participate in the evaluation and implementation of long-range GIS planning goals and work order management systems, software requirements, including database management, upgrades, and licensing.
  • Work closely with departmental managers and/or directors, co-workers, and staff to identify goals, objectives, and business needs for analysis and develop and implement effective systems and processes to achieve desired goals and outcomes.
  • Support system integration between GIS, asset management software, and document management, and be competent with script languages to view, query, and streamline functionality between database software.
Requirements
  • Associate's degree or equivalent two years of college coursework in Geographic Information Systems (GIS), Information Technology, Computer Science, or related field.
  • Three (3) years of related experience, including GIS using ESRI ArcGIS software, asset management, field data collection, data management, or related field.
  • Some positions may require possession of, or ability to obtain, a valid Oregon driver's license within 30 days with an acceptable driving history as defined by district driving policy.
Working Conditions
  • Remain in a stationary position (sitting or standing) for extended periods of time, move about the office occasionally.
  • Must be able to travel to locations in, around, or outside the greater Bend area, including travel to District sites and community meetings.
  • Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull, or otherwise move objects.
  • Ability to periodically visit project development sites and traverse uneven terrain, such as parks and trails.
  • Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly.
  • Perceiving the nature of sounds at normal speaking levels with or without correction and having the ability to receive detailed information through oral communication and making fine discriminations in sound.
  • Making substantial movements (motions) of the wrists, hands, and/or fingers.
  • Ability to maintain sustained concentration on computer screens; use keyboards and a variety of peripherals.
  • Ability to work and maintain focus in a work environment with moderate noise (i.e., working around others making periodic phone calls or having conversations) and with frequent interruptions.
  • Requires crouching, bending, kneeling, or reaching to perform filing activities.
  • Ability to periodically attend evening meetings and weekend events.
