Chief Financial Operations Director

We are seeking a highly skilled Chief Financial Operations Director to join our team at Ad-vance Talent Solutions.
Estimated Salary: $99,756.80 - $162,593.00 per year
About the RoleThe successful candidate will be responsible for directing the planning, coordination, and supervision of daily operations of our financial activities and utility billing, including accounting, accounts payable, revenue collection, customer service, and utility billing.
As a key member of our team, you will assist the Chief Financial Officer with the operations of the Finance Department and Utility Billing Division, performing work with considerable independence under general supervision.
You will oversee adherence to technical requirements consistent with governmental accounting requirements imposed by the State of Florida and other governing bodies, ensuring effective management and safeguarding of our assets and proper maintenance of all components of the financial management information system.
Key Responsibilities- Plan, organize, and direct the work of various finance department divisions as directed by the Chief Financial Officer.
- Provide financial guidance and support to the Chief Financial Officer.
- Furnish all financial reports on a regular basis.
- Recommend, develop, implement, and monitor internal control measures.
- Address and resolve administrative and policy concerns related to accounting procedures.
- Collaborate closely with external auditors and provide them with comprehensive financial data to ensure thorough and accurate auditing processes.
- Analyze financial data, including bond documents, monthly financial reports, actuarial reports, and funding requests, to ensure strict adherence to relevant laws and regulations.
- Offer expert guidance and training to supervisory and professional staff on specialized functions and evaluate their performance to guarantee effective and timely completion of assignments.
- Actively participate in administrative meetings, offering technical guidance and insight to support strategic decision-making and ensure alignment with best practices.
- Deliver engaging and informative presentations to both internal and external stakeholders on behalf of the City, as requested.
- Bachelor's degree in accounting, business administration, finance, or a related field; Master's degree preferred.
- Seven years of accounting experience, with at least two years of public sector experience required.
- Three years of experience in a supervisory capacity or in a management capacity, preferably in the public sector.
- A combination of education, training, and experience may be substituted at the City Manager's discretion.
This role requires strong interpersonal, written, and verbal communication skills to effectively interact with coworkers, department heads, supervisors, the public, and others.
The ideal candidate will have knowledge of laws, rules, regulations, principles, and practices applicable to governmental accounting, debt issuance, treasury management, procurement, and budgeting.
