Job Overview
The Cost Estimator plays a crucial role in supporting the administrative aspects of ongoing projects by evaluating blueprints, specifications, proposals, and other documentation to prepare material and subcontractor take-offs for bidding purposes. This position collaborates with project teams and engages with vendors and personnel from various departments.
Key Responsibilities
- Generate precise take-offs for materials, subcontracting, and production components for projects.
- Obtain project plans.
- Prepare and submit bids.
- Draft subcontracts and purchase orders for projects.
- Provide bid information for tracking, follow the bidding process, and work on enhancing it.
- Organize job files for operational use.
- Maintain an up-to-date job log.
- Assist the Project Manager (PM) with general inquiries, including soliciting bid proposals from various subcontractors and suppliers.
- Support the project management team with logistics planning and communication with subcontractors, suppliers, project personnel, and the public as necessary.
- Monitor Purchase Orders (PO) and Subcontracts for compliance.
- Compile monthly financial reports, including accruals, assessing project risk events, and forecasting cash flow.
- Assist corporate and company platforms with project site audits, data tracking, and comparative analysis.
- Coordinate with PM and Project Controls to accurately allocate project budgets to phase codes and cost types.
- Work with PM and Supply Chain to secure Purchase Orders and Subcontracts for all necessary materials and services for project execution.
- Collaborate with PM to accurately code actual costs to the appropriate phase codes.
- Ensure that the most current drawings for all phases of the Contract are issued to the relevant parties and utilized for project execution.
- Maintain receiving logs for critical materials, calculate earned value, and perform data entry for the project's Daily Status Tracker, weekly progress reports, and equipment and staffing matrix.
- Collect subcontractor schedules and coordinate with Scheduling to properly update and distribute detailed, critical path, and short-term look-ahead schedules.
- Assist the project management team with Submittals and Requests for Information (RFI), maintaining logs for both.
- Review and process vendor/subcontractor invoices and lien waivers while updating relevant tracking tools.
- Create project pay applications in accordance with the Contract and intercompany accounting standards.
Qualifications
- High School Diploma or equivalent.
- Bachelor's degree in Electrical Engineering/Construction Management or a related field preferred but not mandatory.
- Minimum of 2 years of experience in underground utilities.
- Familiarity with Bid2Win Software.
- Understanding of methods and specifications in the utility construction sector.
- Experience with CPM Scheduling.
- Knowledge of estimating contract modifications.
- Ability to track activities using Viewpoint.
- Experience in job cost accounting.
- Proficient in Microsoft Office applications.
- Ability to read, analyze, and interpret engineering drawings, blueprints, technical procedures, or governmental regulations.
- Strong writing skills for reports and business correspondence.
- Effective presentation skills and ability to respond to inquiries from groups of managers, clients, customers, and the general public.
- Strong mathematical skills for calculating figures and amounts such as proportions, percentages, area, circumference, and volume.
- Problem-solving skills to address practical issues and handle various concrete variables in situations where only standardization exists.
- Ability to interpret a variety of instructions provided in written, oral, diagram, or schedule form.
- Excellent organizational and communication skills, business management acumen, and general knowledge of OSHA regulations.
Physical Requirements and Work Environment
This position operates in a professional office setting. The role typically involves the use of standard office equipment such as computers, phones, copiers, and scanners.
