POSITION OVERVIEW: Under general supervision, oversee, direct, coordinate, schedule, assess, and evaluate the operations of a segment within the Public Works or Planning Department; analyze and address technical and engineering challenges; and fulfill additional responsibilities as necessary. This role typically reports to an Assistant Director and is accountable for managing a division within the Public Works or Planning Departments. This classification represents the initial full supervisory and management level within the professional and technical engineering hierarchy. Incumbents are responsible for supervising a team of engineers, paraprofessional engineers, engineering aides, maintenance personnel, and other support staff. Alongside staff supervision, incumbents engage in the most challenging and intricate engineering tasks or act as the technical authority in reviewing and resolving engineering matters.

Current Opportunities: The existing vacancy is within the Traffic Engineering division of the Department of Community Development & Infrastructure (CDI), Public Works Division.

  • Traffic Engineering division manages traffic engineering and operations; designs signal systems and proposes enhancements for traffic operations. A valid Civil Engineer registration certificate from the California Board of Registration for Professional Engineers is mandatory for this role. A Traffic Engineer registration certificate from the California Board of Professional Engineers is highly preferred. This position typically involves collaboration with public and private entities regarding projects in the planning or construction phases; and reviewing and advising staff on contract awards, amendments, progress payments, and project completions.

Future Vacancies: Anticipated openings are in the Flood Control and Stormwater division and the Road Design division of the Department of Community Development & Infrastructure (CDI), Public Works Division.

  • Flood Control and Stormwater division oversees County drainage and flood control maintenance and capital initiatives; manages tracking and reporting for the County NPDES general permit; administers the County's Drainage Zones / Flood Control Districts, establishes fees and assessments, and updates related Capital Improvement Programs. A valid Civil Engineer registration certificate from the California Board of Registration for Professional Engineers is required for this position.
  • Road Design division is responsible for the design of various County transportation capital improvement projects, as well as storm damage road repairs and bridge rehabilitation projects. A valid Civil Engineer registration certificate from the California Board of Registration for Professional Engineers is required for this position.

QUALIFICATIONS: A combination of education and experience that provides the necessary knowledge and skills is essential. A typical pathway to acquire the knowledge and skills would be: Graduation from an accredited institution with a degree in civil, traffic, environmental, or sanitary engineering; or biological, chemical, physical, or soil science; or a related discipline; AND five (5) years of progressively responsible engineering experience demonstrating the possession and application of the knowledge and skills listed below. A master's degree in civil engineering or a closely related field may substitute for one year of the required engineering experience.

SPECIAL REQUIREMENTS:

License: A valid California class C driver license is required.

Certification: For certain assignments: A valid Civil Engineer registration certificate from the California Board of Registration for Professional Engineers is required.

Knowledge: For all assignments, comprehensive knowledge of current Federal, state, and local laws, rules, and regulations related to the specific program assignment; some understanding of supervisory and training principles and practices; principles of public administration, including organization, management, and budgeting; and the application of data processing to Public Works or Planning programs. For Civil and Construction Engineering assignments, extensive knowledge of civil engineering principles and practices as applied to public agencies; understanding of materials' strengths, properties, and uses in engineering construction; familiarity with design and/or construction methods and inspection for public works or planning projects including streets, storm drains, and sanitation systems, structures, and bike paths; principles of traffic engineering and methods for effectively regulating vehicular and pedestrian traffic flows (may be required for some positions); hydrology and hydraulic design engineering; some knowledge of wastewater engineering (some positions). For Solid Waste Engineering assignments, thorough knowledge of landfill and solid waste engineering related to operating landfill and transfer stations; some understanding of materials' strengths, properties, and uses in engineering construction. For Water and Wastewater Engineering assignments, thorough knowledge of the methods, materials, tools, and equipment used in the operation, maintenance, and repair of wastewater collection, treatment, and transmission facilities; safety practices observed in sanitation operations; and governmental regulations related to the treatment and distribution of drinking water and the treatment and disposal of domestic wastewater. For Flood Control Engineering assignments, comprehensive knowledge of watershed management; flood control activities, including flood modeling; governmental regulations and permit processing for flood control improvement projects and routine maintenance activities.

Skills: Ability to plan, organize, supervise, train, and evaluate the work of professional and technical staff; schedule work, establish priorities, and make decisions to resolve complex issues; analyze technical and administrative challenges and develop and implement solutions; coordinate activities with other sections and departments; understand, interpret, explain, and apply relevant laws, rules, and regulations; supervise the preparation of engineering designs, plans, and specifications for the construction and modification of public works facilities, for some positions; plan, organize, and manage extensive sanitation maintenance operations for some positions; supervise the inspection and monitoring of contractor compliance with approved engineering plans and specifications in the construction and modification of public works facilities; establish and maintain effective working relationships; effectively apply traffic engineering principles to ensure safe and efficient vehicular and traffic flow patterns (may be required for some positions); effectively manage and administer a flood control program including project and maintenance regulatory permitting (may be required for some positions); perform challenging and complex engineering tasks; prepare clear and concise administrative and technical reports; communicate effectively before groups; prepare budgets; learn to input, access, and analyze data using a computer.
