Job Summary

This position oversees and directs all administrative, technical, and research activities of the Minnesota Department of Transportation's pavement research program to ensure the activities are relevant and responsive to the Department's emerging needs.

Key Responsibilities
  • Leadership and Management: Demonstrated ability to enhance trust through transparency and accountability; demonstrated ability to lead and manage various functions, such as research, program delivery, and maintenance; and demonstrated ability to lead change and maintain a strong team environment.
  • Technical Expertise: Experience with pavement design and construction techniques, soils and aggregates, construction materials and testing principles, and mechanized data gathering for pavement design purposes. Experience integrating diverse transportation research.
  • Policymaking: Experience developing and implementing policies, rules, standards, and procedures.
  • Human Relations: Experience supervising staff and establishing relationships with staff, stakeholders, and interest groups.
  • Fiscal Management: Experience developing and managing budgets, including the allocation of resources.
Requirements
  • Registration as a Professional Civil Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID) or ability to obtain licensure through reciprocity.
  • Five years of post-registration experience with three years at the Engineer Principal level.
  • Temporary permit from AELSLAGID, if obtaining licensure through reciprocity.
