Position Overview:

The Senior Financial Systems Analyst will play a pivotal role in enhancing the financial management processes within the organization. This position involves collaborating with the Financial Management Business Solutions Office to design and implement effective solutions for the management and utilization of financial data across the enterprise.

Key Responsibilities:
  • Actively support the Financial Management Directorate and Business Solutions Office.
  • Assist in financial management operations and resource allocation monitoring.
  • Facilitate government representatives during meetings and discussions.
  • Contribute to the future enhancements of Geospatial Intelligence Financials (GEO-F).
  • Provide troubleshooting assistance for current GEO-F functionalities.
  • Translate operational needs into technical specifications for implementation.
Core Duties:
  • Develop and implement innovative solutions to financial data management challenges utilizing advanced technologies such as Visual Basic for Applications (VBA), Structured Query Language (SQL), SQL Server, Microsoft Access, and Microsoft Excel.
  • Lead stakeholder interviews and research to document requirements, business processes, and existing data challenges, focusing on process improvements.
  • Conduct comprehensive analyses to understand the interconnections between business processes, data inputs, and information requirements.
  • Participate in system engineering and technical exchange meetings to address architectural and policy issues.
  • Engage in milestone events including requirement and design reviews.
  • Collaborate with FM stakeholders to manage quarterly budget authority.
  • Enhance financial business systems for GEO-F based on operational assessments.
  • Define and develop technical requirements and specifications for system changes.
  • Utilize knowledge of financial management processes and tools to drive process improvements.
  • Support the organization’s performance management and metrics initiatives.
Required Qualifications:
  • Active TS/SCI clearance; CI polygraph preferred.
  • Bachelor's degree or higher in a relevant business field such as Finance, Accounting, or Computer Science.
  • A minimum of 12 years of experience in federal financial business processes and systems implementation.
  • At least 8 years of specialized experience in financial programming and system recommendations.
  • Proficiency in executing advanced VBA and SQL scripts.
  • Experience with United States Standard General Ledger (USSGL) and Momentum-based financial systems.
Desired Qualifications:
  • Experience in system software development activities, including requirements definition and testing.
  • Background in financial programming and planning within Momentum applications.
  • Familiarity with NGA's business processes and financial reporting.
  • Experience in system administration related to Momentum financials.
