The Senior Electrical Engineer (SME) acts as the foremost authority in Instrumentation and Electrical disciplines for Midstream operations, providing support for Pipelines and Terminals (P&T) along with Automation, SCADA, and associated functional areas as necessary. Key responsibilities encompass ensuring the appropriate selection, application, and guidance of relevant technologies, formulating and upholding policies, procedures, and maintenance/reliability practices, supervising training, auditing, and metrics related to instrumentation and electrical, and leading the Instrumentation and Electrical Functional Excellence Team (IFET/EFAT). This position also entails establishing and advancing the agenda for the Functional Excellence Team.

Key Responsibilities:
  • Oversee technology policies, procedures, and practices within the instrumentation and electrical sectors
  • Assist Operations in prioritizing capital and significant maintenance budgeting for instrumentation and electrical
  • Collaborate with field technicians, I&E supervisors, and regional engineering teams to evaluate asset conditions and critical areas
  • Direct troubleshooting efforts for complex issues faced by operations technicians
  • Participate in industry instrumentation trade association committees to represent Phillips 66 and advocate for advantageous positions
  • Provide technical assistance for Operations and Engineering concerning instrumentation and electrical systems, processes, and equipment
  • Lead the Midstream Electrical and Instrumentation MEP's
  • Consult with capital project and MEGA project teams
  • Support HSE with audits and compliance related to Electrical and Controls
  • Identify essential skills and facilitate training for technical personnel
  • Collaborate with internal and external entities to establish best practices for P&T facilities
  • Utilize data-driven insights to inform technical decisions
  • Conduct Electrical Health Assessments in accordance with industry standards
  • Provide expertise on code interpretations and recommend technological enhancements for safety and productivity
  • Assist in vendor agreements and ensure compliance with safety standards
  • Guarantee adherence to electrical safety standards and practices
Basic Requirements:
  • Eligibility to work in the job posting country
  • Associates Degree in Electrical/Electronics Technology
  • 10+ years of technical expertise in instrumentation and electrical
  • Experience with hazardous liquids measurement systems
  • Familiarity with industry standards and codes
  • Experience managing budgets for instrumentation and electrical systems
Preferred Qualifications:
  • Bachelor's Degree in Engineering
  • Background in API measurement standards and PLC systems
  • Experience with SCADA systems
  • Strong knowledge of electrical systems and equipment
  • Hands-on experience with protective relays, motor control systems, and switchgear
  • Familiarity with electrical analysis software and high voltage substations
  • Good interpersonal and communication skills
