Compensation Range

$232,920 - $296,856 Annually

Position Overview

We are seeking a Senior Advisor for California Government and Industry Affairs within the Office of Government and External Affairs (OGEA). Reporting to the OGEA Senior Director and Deputy Director, you will collaborate with LLNL leadership to engage with various government levels (Federal, State, Regional, Local) and industry, focusing on building lasting, productive partnerships that advance the Laboratory's mission. Your primary responsibilities will include leading engagement efforts, briefings, and information dissemination with Federal and State officials in California regarding Laboratory activities, as well as fostering and maintaining industry-government relationships pertinent to LLNL.

In this role, you will provide strategic advice, counsel, and analysis to OGEA and senior Laboratory management based on insights gathered through regular interactions with external partners. You will also oversee the Senior Advisor for state government engagement located in Sacramento, CA. This position is based in Livermore, CA, with regular travel throughout California and occasional travel to Washington, DC.

This position offers a hybrid work schedule, allowing for a combination of in-person and remote work. You will have the flexibility to work from home on designated days.

Key Responsibilities

  • Analyze and advise senior laboratory leaders on state partnership opportunities that align with the Laboratory's strategic objectives.
  • Provide counsel on a wide range of complex issues related to state and industry partnerships.
  • Lead the development and implementation of a comprehensive state engagement strategy that supports the Laboratory's national security initiatives.
  • Influence or negotiate on critical industry-government matters that may affect the Laboratory's ability to achieve its mission and operational goals.
  • Support engagement efforts at the Regional, State, and Local levels concerning Federal and state issues.
  • Establish and nurture strong relationships with district offices and industry government relations groups to create new partnerships.
  • Act as the primary liaison for governmental relations, representing LLNL leadership in interactions with industry associations, advocacy groups, and other stakeholders.
  • Facilitate opportunities for briefings and presentations by Laboratory Subject Matter Experts (SMEs) for district office staff.
  • Supervise the Senior Advisor for State Government engagement.
  • Perform additional duties as assigned.

Required Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance, requiring U.S. citizenship.
  • A bachelor's degree in political science, public policy, government relations, or a related field, or equivalent experience.
  • Extensive experience within the Federal government or state/regional government agencies, or in an industry government affairs setting.
  • Expertise in government structures, processes, and legislative frameworks, particularly in Federal and California contexts.
  • Strong understanding of policy issues and the ability to communicate complex science and technology matters to policymakers and industry leaders.
  • Proven ability to build and maintain relationships with government officials and industry stakeholders, influencing decisions in sensitive situations.
  • Ability to articulate the value of science, technology, and research to diverse audiences.
  • Demonstrated professionalism and political acumen.
  • Exceptional oral, written, and interpersonal communication skills, along with collaboration and problem-solving abilities.

Preferred Qualifications

  • A master's degree in political science, public policy, government relations, or a related field.
  • Experience with DOE and/or NNSA organizations, including their missions and policies.
  • Familiarity with LLNL's mission, structure, and programs.
  • Understanding of Federally Funded Research and Development Center regulations.

Security Clearance Requirements

This position necessitates a Department of Energy (DOE) Q-level clearance, along with the ability to obtain Sensitive Compartmented Information (SCI) access. A Federal background investigation will be initiated to determine eligibility for access to classified information. All L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
