Job Description:
The incumbent is responsible for executing advanced financial analyst tasks, including conducting specialized studies and surveys to evaluate and interpret intricate financial activities, ultimately providing strategic recommendations for policies, procedures, and operational actions. This role necessitates a comprehensive understanding of departmental financial policies, governmental regulations, accounting principles, and customer financial guidelines, requiring proficiency in financial methodologies and their applications.

The Senior Financial Analyst will assess financial reports, budget plans, capital expenditures, revenue management, and operational records.

In this capacity, the analyst will lead and/or support the creation of detailed reports, analyses, and recommendations concerning budgets, forecasts, financial systems, capital improvement strategies, internal controls, legislative compliance, statistical reporting, and business projections for executive decision-making. This position involves collaboration with various management levels to collect, analyze, summarize, and present insights on financial plans, budgetary oversight, acquisition activities, future operational needs, and other complex financial issues.

At the highest level, the Senior Financial Analyst serves as a pivotal technical authority on financial analysis matters, engaging with senior management to address requests for financial data and resolve compliance challenges. The role includes planning, coordinating, and executing the implementation of policies aimed at enhancing financial operations. The analyst will conduct in-depth economic research on topics such as return rates, depreciation, working capital necessities, and the implications of regulatory requirements.

Additionally, the analyst will organize data from diverse sources to create comprehensive databases for future planning and forecasting. This position may also involve providing functional and technical guidance to other financial team members.
Job Level Distinctions:
  • SENIOR FINANCIAL ANALYST - This role demands the preparation of specialized reports and financial assessments for management, highlighting significant deviations from planned outcomes. The analyst will coordinate, negotiate, and resolve financial compliance matters to ensure accurate interpretations. The position may involve leading audits and developing or refining major policies and procedures for financial reporting and cost analysis in specialized sectors.

    MINIMUM QUALIFICATIONS:
    • A degree from an accredited four-year institution in accounting, finance, business administration, public administration, or a related field, combined with relevant work experience as specified for each level.
    • Proficient knowledge of financial and accounting theories, including generally accepted accounting principles.
    • Ability to perform intricate statistical analyses and research methodologies utilized in budgeting, forecasting, financial evaluations, and modeling.
    • Familiarity with specific laws, ordinances, and regulations governing financial operations.
    • Basic typing skills and advanced proficiency in personal computer operations, including expertise in office software applications such as MS Word and Excel, along with accounting software.
    • Effective communication skills, both verbal and written.
    • Capability to comprehend and adhere to oral and written policies, procedures, and instructions.
    • Adeptness in executing a wide range of responsibilities with precision and efficiency under time-sensitive conditions.
