Job SummaryThis position is responsible for directing the work of the Assessment Division in appraising, compiling, and maintaining the assessment roll, and providing oversight, direction, and mentoring to division staff.
Key Responsibilities- Provides leadership and management oversight of all daily activities in the department.
- Plans, organizes and directs the Assessment Division in appraising, compiling, and maintaining the assessment roll for taxation of real and personal property.
- Ensures adherence to mandates set forth through state statute, Borough Code, court decisions, and Borough policy.
- Approves daily activities and expenditure; prepares annual budgets.
- Addresses questions and issues from the general public, staff, assembly members, and other government agencies.
- Directs and participates in the defense of assessment values and procedures during the appeal period; directs and participates in the preparation of oral and written defense of the assessment values to the Board of Equalization and Superior Court.
- Prepares reports, spreadsheets, charts, and tables for presentation and verification of assessment data.
- Directs and participates in the hiring of qualified staff, and in the development and training of staff on procedures.
- Directs, participates and coordinates the development of the assessments computer software system, including daily maintenance, enhancements and upgrades.
- Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to: proper use and maintenance of personal protective equipment; Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented.
- Creates, composes, edits, produces and/or distributes varied correspondence, legislation, reports, meeting minutes, advertisements, mailings, notices and other materials; obtains, organizes, and plans suitable presentation of content; reviews work for format consistency, grammatical construction and typographical accuracy; presents finished materials for review, or distributes.

Requirements- Baccalaureate degree in a course of study related to the occupational field.
- Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis.
- Ten (10) years of progressively responsible experience in the development, operation, or management of programs within the occupational field, including five (5) years of supervisory experience.
- Experience should be sufficient to thoroughly understand the work of subordinate positions, be able to answer questions and resolve problems, and provide expertise required to perform effectively the management functions of the position.
- Must be able to obtain a Level III certification from the Alaska Association of Assessing Officers (AAAO) within one (1) year of hire.
- Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.
- Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.
- Must successfully pass a pre-employment background check and drug screen.
