Job Summary

We are seeking an experienced Real Estate Specialist Advanced Leadworker to join our team in the Division of Transportation Systems Development, Northeast Region. As a key member of our team, you will be responsible for leading the acquisition, negotiation, appraisal, and relocation assistance for the Northeast Region. This is an advanced professional level position that requires specialized knowledge in dealing with political, legal, technical, and policy issues, as well as an expert working knowledge of all aspects of right-of-way acquisition, condemnation law, relocation assistance, appraisal valuation theory, and other eminent domain principles and practices.

Key Responsibilities

As a Real Estate Specialist Advanced Leadworker, you will be responsible for directing and monitoring region real estate staff and consultants, coordinating assignments to ensure even work distribution, and monitoring project assignments from the planning and design stages through to the successful No. 1 R/W certification. You will also function as a technical resource for the above functional areas, performing the most difficult acquisitions and/or reports. Additionally, you will advance the principles of leadership, teamwork, organization, customer understanding, measurement, communications, empowerment, deployment, and departmental values and goals through leading the regional unit staff. You will also provide guidance necessary to ensure that staff have the resources they need for negotiation, relocation assistance, appraisal, and property management activities. This position functions under minimal supervision.

Requirements

A minimally qualified applicant for this position will have the following: experience with project management, tracking and monitoring the status of assigned projects to ensure timely project delivery; experience interpreting and applying eminent domain law and/or policies as they apply to highway improvement projects; and experience with mentoring, coaching, and/or training others. This position requires a high degree of specialized knowledge in dealing with political, legal, technical, and policy issues, as well as an expert working knowledge of all aspects of right-of-way acquisition, condemnation law, relocation assistance, appraisal valuation theory, and other eminent domain principles and practices. This position also functions as the Regional Real Estate Project Development and Real Estate Project Management coordinator, requiring the ability to develop, estimate, implement, monitor, and coordinate with internal and external customers on project development and project management issues.

What We Offer

This position is in schedule-range with an annual salary of $66,560 - $81,120, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. This position may require travel up to 25% of the time. WisDOT does not sponsor work visas, and any appointment made will be contingent on the applicant being able to prove valid status to work in the United States. WisDOT is not an E-verify employer. Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit.
