Job Summary

The Director of Finance and Administration will oversee the financial, accounting, procurement, and property management operations of the Rappahannock Area Community Service Board. This role will be responsible for directing the agency's financial management, including budgeting, forecasting, and financial reporting. The ideal candidate will have a strong background in finance, accounting, and budgeting, with experience in managing financial operations in a healthcare or community service setting.

Key Responsibilities

  • Oversee the accounts payable, payroll, internal auditing, billing, and reimbursement administration, and accounts receivable functions.
  • Prepare and revise the agency's performance contract with DBHDS and related reports.
  • Prepare and administer the agency's annual budget.
  • Negotiate and prepare agreements with third-party payers, such as Medicaid, Medicare, and Anthem.
  • Prepare revenue and expense reports for various fund sources.
  • Oversee the preparation of annual financial statements and work papers and coordinate audit with an outside CPA firm.
  • Prepare and present reports to the Agency's Board and serve as primary support staff to the Board's Finance Committee.
  • Review and approve accounting, reimbursement, procurement, and property management purchases.
  • Administer the agency's system of procurement reviews, evaluate and negotiate contracts, and screen requisitions for the purchase of goods and services.
  • Oversee property management functions.
  • Review financial transactions for affiliated non-profit organizations.
  • Draft, implement, and monitor purchasing policies and procedures.
  • Review and approve biweekly payroll transactions, such as personnel actions, time sheets, travel reimbursements, payroll deductions, taxes, payroll register, etc.
  • Review and approve accounting policies and procedures.
  • Review and approve biweekly and monthly accounts payable registers.
  • Administer and oversee the USDA program at Kenmore Club.
  • Monitor agency cash flow and advise on timing of investments to maximize interest income.

Requirements

The ideal candidate will have a Bachelor's Degree in Finance, Accounting, Business Administration, or a related field, and a minimum of five years of experience in healthcare or community service, with considerable experience in public procurement and some experience in real estate management. A Master's degree is preferred.

The Director of Finance and Administration must possess all qualifications and skills required by federal and state regulations to bill Medicaid for the services provided.
