JOB SUMMARY:
This position is responsible for leading and supporting various facets of transportation management, including maintenance, construction, intermodal operations, planning, utilities, surveying, environmental assessments, and traffic management. The role serves as a deputy office head, providing professional assistance in one or more of the specified areas.
Key Responsibilities:
1. Leadership and Management:
a. Directs and supervises a team of professionals and consultants involved in the administration and oversight of the Aviation Program.
b. Manages the operational aspects of the Aviation Program, including organizational structure, human resources, financial management, and daily office activities.
c. Develops and enforces policies and procedures relevant to the Division of Intermodal Aviation Program.
d. Ensures the establishment and maintenance of Standard Operating Procedures (SOPs) for all program activities.
2. Financial Oversight:
a. Administers all financial aspects of the Aviation Program, including federal grant funds from the Federal Aviation Administration (FAA) and state appropriated funding.
b. Oversees the financial management systems to ensure compliance with federal regulations and appropriate allocation of funds.
c. Manages the annual program of projects and applications for federal grant funds in line with FAA guidelines.
3. Stakeholder Engagement:
a. Acts as the primary liaison for GDOT with federal, state, and local stakeholders regarding public use airports.
b. Maintains up-to-date knowledge of federal and state aviation laws and regulations.
c. Collaborates with other divisions on aviation-related matters, particularly those involving construction near airports.
4. Program Development:
a. Oversees the development and implementation of Advanced Air Mobility and Uncrewed Aircraft Systems (UAS) programs in compliance with relevant policies and regulations.
b. Coordinates with various divisions to ensure effective management of GDOT pilots and innovation within the UAS Program.
5. Planning and Environmental Review:
a. Directs the Planning section to fulfill the objectives of the Statewide Aviation System Plan (SASP) and reviews Airport Master Plans (AMP) and Airport Layout Plans (ALP).
b. Supervises the Environmental Review Process and the Airport Inspection and Licensing program.
c. Monitors the progress of the Aviation Program against established goals and objectives, ensuring compliance with performance metrics.
MINIMUM QUALIFICATIONS
Candidates must meet the minimum qualifications, including State Entry Qualifications and Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
Associate degree in a relevant field with managerial or supervisory experience. OR one (1) year of experience at the lower level Mgr 2, Transport Specialist (TRM031) or equivalent.Agency Minimum Qualifications:
·Bachelor's degree in Aviation Management, Transportation Planning, Business, Engineering, or a related field with seven years of relevant experience.
·Proven experience in managing aviation programs and/or airport projects, including budget development and staff supervision.
·Demonstrated ability to lead a program and evaluate the work of subordinate staff effectively.
·Strong leadership skills with a track record of motivating teams to achieve objectives.
·Proficient in organizing work, setting priorities, and strategizing for goal attainment.
·Excellent written and verbal communication skills.
·Experience working with government agencies at various levels.
·Skilled in writing technical documents and interpreting relevant regulations and standards.
·Familiarity with computer applications, including spreadsheets and databases.
·Physical ability to navigate irregular terrain for airport inspections.
Agency Preferred Qualifications:
·Master's degree in a closely related field.
·Experience managing statewide aviation projects and capital improvement programs.
·Experience with federal and/or state grant programs, particularly the FAA's State Block Grant Program.
·Background in conducting FAR Part 13 informal compliance investigations.
·FAA Licensed Pilot experience.
·Knowledge in Uncrewed Aircraft Systems (UAS) and Advanced Air Mobility (AAM).
·Understanding of Georgia and federal procurement processes for professional services and equipment acquisition.
