Overview

The Division of Air Quality is responsible for overseeing and regulating all air emissions. This includes issuing permits for construction and operation of air contaminant sources, maintaining emission inventories from various industries, and developing the State's implementation plan in compliance with the Clean Air Act. The division also adopts new regulations and supports the enforcement of existing ones, as well as overseeing asbestos removal efforts.

Position Summary

DelDOT is seeking to fill two positions for Engineer Program Manager I, one located in Kent County and the other in New Castle County. These roles involve supervising the permitting and compliance processes for both minor and major air emission sources throughout the State. The air permits are essential for authorizing the construction and operation of equipment at various facilities. Compliance efforts ensure that businesses adhere to Federal and State regulations while maintaining a commitment to protecting the air quality in Delaware. Each position will manage a team of technical staff and participate in numerous local, regional, and national meetings focused on air quality program issues.

Key Responsibilities

The following functions are essential and common to all positions within this series, though not exhaustive of all duties:

  • Develops, drafts, and modifies engineering designs, plans, and specifications.
  • Reviews permit applications, blueprints, and designs prepared by others to ensure adherence to specifications and regulations.
  • Utilizes scientific and mathematical principles to research and devise solutions to technical challenges.
  • Plans and conducts field studies, surveys, research projects, inspections, and investigations to gather data and ensure compliance with state and federal laws.
  • Tests or evaluates materials, equipment, systems, and facilities.
  • Coordinates and plans engineering projects.
  • Analyzes and reports on project statuses and regulatory compliance.
  • Prepares cost estimates for project timelines and materials.
  • Provides technical guidance and training to technical staff.

Qualifications

Requirements for Engineer Program Manager I Applicants must demonstrate competence in the following areas:

  • Possession of a valid Professional Engineering License from Delaware or another recognized authority.
  • A minimum of six months of experience as a project engineer in fields such as Civil, Environmental, Chemical, Mechanical, or Industrial Engineering, which includes managing engineering programs and projects.
  • Knowledge of staff supervision, acquired through academic training, employer-provided training, or experience as a lead worker overseeing others' work.
