Job Summary

We are seeking a highly skilled Management Analyst to join our team at the Department of the Navy. As a Management Analyst, you will play a critical role in representing the Activity in interagency working groups and campaigns, coordinating with subject matter experts to conduct briefings, tours, and site visits, and preparing management analyses, assessments, and other products.

Key Responsibilities
  • Represent the Activity in interagency working groups and campaigns, ensuring effective communication and collaboration with stakeholders.
  • Coordinate with subject matter experts to conduct proactive and demand briefings, tours, and site visits of Activity programs and projects to Executive Branch leaders.
  • Prepare new or modify previous management analyses, assessments, or other products by applying expert judgment and ingenuity in interpreting information and providing recommendations or making decisions that impact policies and programs.
  • Maintain liaison with high-level professionals at other government agencies to provide or obtain information on non-routine problems.
  • Engage in discussions that involve the exchange of facts, explanation of analytical points, and theories about which there is disagreement, with the intent of gaining concurrence, cooperation, or persuasion.
  • Be involved in matters that may impact policy or assessments.
  • Plan, design, and carry out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes.
  • Analyze, evaluate, and integrate technical and non-technical data from multiple sources to assess the relevance and significance of developments in the assigned area.
Requirements
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI).
  • Successful completion of a pre-employment drug test (including marijuana) is required.
  • You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

  • Intelligence community experience and/or congressional liaison or other national security policy experience, including employment in the U.S. Congress, is required.
  • Plan, design, and carry out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes to meet activity needs.
  • Resolve conflicts which arise and interpret existing policy to make technical and non-technical decisions necessary to analyze and produce innovative management analyses.
  • Identify information gaps, specify requirements to fill gaps, provide new methodologies and techniques for applications to eliminate gaps, and evaluates information collected in response to the requirements.
