Position Objective and Summary:

The Quality Improvement Specialist plays a pivotal role in overseeing various program evaluations, quality enhancement, and assurance activities within UCAN. This includes ensuring programs meet quality benchmarks, implementing evaluation tools, and orchestrating data collection and analysis. The QIS fosters collaboration among program staff to maintain open communication and a continuous feedback loop for quality improvement. The specialist serves as a resource for each program, striving to maximize the contributions of every team member.

Essential Functions and Responsibilities:

Best Practices

  • Advises UCAN programs on compliance with accreditation standards.
  • Develops and oversees plans for accreditation preparation and maintenance.
  • Consults on adherence to relevant Medicaid regulations and contractual obligations.
  • Provides technical support for Medicaid service and billing processes.
  • Prepares programs for Medicaid evaluations.
  • Maintains knowledge of regulatory standards and serves as a resource for programs.
  • Educates programs on current clinical best practices.
  • Leads program evaluation initiatives by staying informed on field developments.
  • Researches evidence-based practices relevant to UCAN programs.
  • Evaluates current practices and advises on the use of evidence-based methods.

Program Monitoring, Evaluation & Outcomes

  • Designs and implements plans for program evaluation and enhancement.
  • Creates data collection systems for evaluation and oversees data analysis.
  • Collaborates with programs to discuss findings and implement improvements.
  • Facilitates the development and revision of program plans, including literature reviews and outcome measurement.
  • Maintains a system for the development and review of program plans.
  • Assists in tracking and measuring outcome data.
  • Recommends enhancements in evaluation methodologies and data presentation.
  • Facilitates discussions on program monitoring with management teams.
  • Adapts program processes to align with required outcomes and best practices.

Utilization Review

  • Contributes to the development and maintenance of quality standards.
  • Collaborates with service providers on quality principles and training.
  • Coordinates Utilization Review processes and provides regular feedback.
  • Analyzes and reports on Utilization Review results, addressing trends.
  • Creates action plans with program teams to address identified deficiencies.

Data Management

  • Generates reports to ensure data accuracy.
  • Supports the agency in utilizing information management systems.

Customer Satisfaction

  • Develops methods for gathering customer feedback, including surveys and focus groups.
  • Works with Program Leaders to create tailored survey questions.
  • Conducts focus groups as necessary.
  • Analyzes customer feedback and shares results with stakeholders.

Collaboration

  • Acts as a liaison between departments to ensure program needs are met.
  • Builds relationships through team meetings and training sessions.
  • Maintains awareness of other quality improvement functions and collaborates on projects.
  • Conducts training and provides educational resources as needed.
  • Serves as Project Manager for assigned initiatives.

Education /Job Experience/Certification:

Quality Improvement Specialist I

  • BA/BS in a human service field required; Master's degree preferred.
  • Minimum 2 years of experience in the social service sector required.

Special Knowledge and Qualifications:

  • Proficient in Microsoft Office, especially Excel.
  • Strong communication and analytical skills.
  • Excellent decision-making abilities.
  • Strong interpersonal skills with discretion and judgment.
  • Ability to manage multiple projects under pressure.
  • Familiarity with COA, Medicaid, or DCFS standards preferred.
  • Valid driver's license required.

Quality Improvement Specialist II

Education /Job Experience/Certification:

  • Master's Degree in human services with 2 years of quality improvement experience, or Bachelor's Degree with 5 years of experience required.

Additional Responsibilities:

  • Facilitates specialized projects and assumes independent responsibilities.
  • Identifies areas for improvement within the department.

Quality Improvement Specialist III

Education /Job Experience/Certification:

  • Master's Degree in Social Work or related field required.
  • 5 years of quality improvement experience in social services required, with 2 years at UCAN.

Additional Responsibilities:

  • Acts as a leader and mentor for QI team members.
  • Designs and leads quality improvement projects.
  • Implements processes to enhance QI department functionality.

Additional Special Knowledge and Qualifications:

  • Proven ability to lead QI projects effectively.
  • Ability to foster positive relationships with stakeholders.
  • Vision for advancing UCAN's mission.
