Cash Flow Management Role

This position is responsible for performing cash flow analyses of revenue and expenditures for all funds and/or departmental revenues and expenditures. The incumbent works with considerable independence and must utilize accounting skills in the performance of duties. Supervision may be exercised over a professional or support staff; and work is reviewed through reports and conferences with a professional or administrative supervisor.

Key Responsibilities:
  • Maintains daily control of revenue and expenditures for all funds and directs deposits to appropriate bank accounts;
  • Analyzes the cash position of each fund for availability of cash to cover expenditure before release of checks; projects when vouchers in process will be complete; determines amount of cash available for short-term investment;
  • Determines monetary needs to meet debt service payments and other bills; schedules inter-fund transfers and due dates for debt service payments and maturity dates for appropriate investments;
  • Prepares a cash flow report and advises administration of cash available for investment;
  • Directs the preparation of reimbursements for state and federal aid revenues;
  • Verifies expenditures for departmental accounts;
  • Assists in the preparation of the departmental budget;
  • Interprets financial data for an administrative supervisor.

Requirements:
  • Graduation from a college with federally authorized accreditation or registration by NY State with a Bachelor's Degree in Business Administration, Finance, Accounting, or a related field;
  • Three (3) years of experience in financial planning, analysis of financial statements, cash flow analysis and/or credit analysis, at least one (1) year of which must have been in municipal cash flow analysis.
Additional Information:
  • A Master's Degree from a college with federally authorized accreditation or registration by NY State in Business Administration, Finance, Accounting, or a related field will be substituted for two (2) years of the above non-municipal cash flow experience;
  • This role is a provisional appointment, which occurs only in the competitive class, and requires the employee to take the next examination for the position in question to become permanent.
