Purchasing Manager Job Description

At the City Of Eagle Pass, we are seeking a highly skilled Purchasing Manager to join our team. The ideal candidate will have a strong background in procurement and supply chain management, with the ability to coordinate and perform advanced technical purchasing services.

Key Responsibilities:
  • Coordinate and perform operational activities for the Purchasing department, including procurement and accounting of goods and services.
  • Develop and maintain uniformity and quality specifications for goods and services used by the City.
  • Facilitate and prepare bid documents and requests for proposals, ensuring compliance with applicable laws, rules, and regulations.
  • Research and select potential vendors to receive proposals for price, quality, and timeliness of delivery.
  • Establish and communicate patterns of supply and product usage to vendors, optimizing delivery time and meeting requirements.
  • Identify opportunities for improving service delivery methods and procedures, implementing improvements as needed.
  • Develop and maintain a directory of vendors, pre-qualifying them based on price, service, quality, etc.
  • Coordinate and secure maintenance agreements for services, such as copier services.
  • Maintain up-to-date knowledge of trends in purchasing and updates to the purchasing programs, developing communications for and orienting staff in new procedures and techniques.
