Job Summary

We are seeking a highly skilled GIS Analyst, Senior to join our team at DeKalb County. As a key member of our GIS team, you will be responsible for designing, developing, and implementing complex web/mobile/desktop applications to support Enterprise GIS geospatial visualization, analysis, and data management.

Key Responsibilities
  • Develop GIS applications using Esri software,.NET, JavaScript, HTML, or Windows client-based development tools.
  • Assist in the development of desktop and mobile capabilities, identifying business needs and implementing suitable solutions for departments.
  • Troubleshoot and correct problems in web/mobile/desktop GIS systems, applications, and utilities.
  • Recommend relational SQL database design and structure in support of systems/applications.
  • Integrate with cloud-based County business systems through the development/consumption of REST-based services.
  • Serve as Mobile GIS liaison and assist with Mobile GIS training, application set-up, and field assistance as needed.
  • Lead special projects involving geometric networks, AVL, ArcGIS Pro, Mobile GIS growth, and GIS integration with other system applications.
  • Analyze and monitor the impact of GIS strategic initiatives and recommend changes for further improvements.
  • Install and test enterprise GIS applications within development, test, and pre-production environments.
  • Analyze geospatial business processes and workflow procedures by gathering information from customers, the user community, and Esri's technical advisors.
  • Provide technical support, troubleshooting, and customer service to County end users.
  • Resolve technical issues related to enterprise GIS servers using Esri tools and other related technologies.
  • Identify issues and log defects for software improvements.
  • Work in other technical areas of software support as customer and business needs require.
  • Develop and maintain efficient data quality assurance methods and processes.
  • Install and maintain servers and desktop software and hardware.
  • Troubleshoot software and database problems.
  • Create standard or custom database queries and reports.
  • Maintain the GIS server database and mapping applications.
  • Provide highest-tier support for GIS systems.
  • Manage data models and ensure compliance with design.
  • Explain data schemas.
  • Provide technical support for workflows and procedures, in addition to software installation, configuration, and training.
  • Configure and support GIS desktop, web, and mobile applications.
  • Serve as a liaison between IT and business groups.
  • Support GIS in other departments.
  • Plan and implement GIS solutions.
  • Coordinate data exchanges.
  • Support major projects such as redistricting, site selection, geocoding, demographics, spatial statistics, and address list creation.
  • Create standard and custom maps and data products.
  • Train department staff.
  • Develop SOPs and user manuals.
  • Review grant proposals and recommend grant funding.
  • Represent the department at meetings and with the community.
  • Serve on committees on behalf of GIS interests.
  • Edit knowledge articles for the departmental quarterly newsletter.
  • Provide GIS education and promotion.
  • Coordinate activities for GIS Day.
Requirements

We are looking for a highly skilled GIS Analyst, Senior with a Bachelor's degree in Geography, Geographic Information Science, Engineering, Planning, Computer Science, Information Technology, or a related field. The ideal candidate will have five years of experience in enterprise GIS mapping and database software, or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

The successful candidate will have a conceptual understanding of GIS theory and applications and ArcGIS Enterprise and Esri ArcGIS Suite regarding architecture, applications, and functionality. Knowledge of ArcGIS Pro, Web AppBuilder for ArcGIS, Collector for ArcGIS, ArcGIS GeoEvent Server, ArcGIS Online, ArcGIS Business Analyst, and mobile device/applications usage related to GIS is also required.

A valid Georgia driver's license and possession and maintenance of GIS Professional Certification (GISP) are preferred.
