Job Title: Chief Medical Officer

Are you a seasoned physician leader looking to make a broad impact in behavioral health? The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking a dynamic and experienced Chief Medical Officer (CMO) to provide executive leadership and strategic direction for our state-operated hospital system.

Job Summary:

The CMO will be responsible for leading a team of clinical professionals in overseeing patient flow, treatment planning, and discharge planning across 12 facilities. The ideal candidate will have a strong background in psychiatry, psychopharmacology, and substance abuse treatment, with experience in clinical administrative leadership and quality improvement initiatives.

Key Responsibilities:
  • Lead Clinical Quality Improvement: Drive efforts to ensure the quality and appropriateness of psychiatric and medical care across 12 state-operated facilities.
  • Stay Informed: Maintain up-to-date knowledge of state and national standards for psychiatric and medical care.
  • Support Quality Reviews: Oversee quality reviews, clinical practice standards, and the effective use of electronic health records and decision-support tools to enhance efficiency and patient outcomes.
  • Develop Clinical Workflows: Establish standardized clinical workflows, identify risks, and implement process improvements.
  • Collaborate Across Divisions: Work closely with various divisions, including Clinical and Quality Management, Community Behavioral Health, and Developmental Disabilities, to support safety and quality initiatives.
  • Participate in Committees: Lead and serve on quality, clinical, policy, and enterprise committees.
  • Data-Driven Decisions: Use data to inform clinical decisions, improve care, and recommend system enhancements.
  • Innovate and Implement: Research and integrate new clinical technologies and practices to ensure high-quality psychiatric and medical care.
  • Facilitate Care Transitions: Partner with stakeholders to enhance care transitions from state facilities to community-based settings.
Minimum Qualifications:
  • Active Medical license in the State of Virginia.
  • Completion of a General Psychiatry residency program leading to eligibility for board certification.
  • Board eligible/Certified in General Psychiatry.
  • Experience in providing direct psychiatric care in a hospital inpatient or facility-based setting.
  • Knowledge of hospital system operations and data analytics of state and local government human services operations that serve individuals in need of behavioral health or substance abuse and addiction, or developmental disability treatment and supports.
  • Clinical administrative leadership experience.
  • Considerable knowledge and/or experience in psychiatry, psychopharmacology, and substance abuse treatment.
  • Knowledge of high-quality program standards and treatment methodologies for individuals with mental illness, substance abuse and addiction, and/or developmental disabilities.
  • Ability to develop quality improvement and performance improvement plans.
  • Excellent oral and written communication skills, with strong interpersonal skills and ability to establish and maintain effective relationships with diverse stakeholder groups.
  • Ability to foster collaboration by promoting cooperative goals and building trust.
  • Proficient in Microsoft Office (Excel, Word, Visio, PowerPoint, Access, and MS Project, etc.) and computerized data entry.
Additional Considerations:
  • Sub-specialty training or certification in addiction, child and adolescent psychiatry, forensics, or consultation-liaison psychiatry.
  • Experience in utilization management, health informatics, and clinical quality and performance.
  • Experience in national accreditation standards (i.e. CMS, The Joint Commission, CARF).
  • Experience in public policy and public administration.
