This pivotal position entails crafting comprehensive specifications and bid requests, while meticulously maintaining purchasing records and documentation.

In this role, you will manage contract processing, confirm budget availability, and work closely with the Finance Director and legal department for necessary reviews and approvals.

Support various departments by procuring essential supplies, materials, and equipment, contributing significantly to the effective functioning of our organization.


Key Responsibilities:

Review requisitions for accuracy and completeness, including vendor details, department, total requisition amount, and appropriate general ledger coding corresponding to the requested items.

Confirm requisitions align with capital outlay approvals, funding obligations, and other considerations; identify issues or required corrections and collaborate with departments to resolve them.

Track capital outlay expenditures through a detailed spreadsheet.
Verify quotes obtained by departments for requests that fall within departmental dollar guidelines.
Receive contracts from departments for the expenditure of County funds.
Ensure all required documentation has been submitted with contracts and complies with County policy.
Assist in reviewing County procurement card charges.
Process monthly procurement card statement reconciliations.
Provide procurement card training, manage new and modified requests, and assist departments with inquiries and concerns.
Review department procurement card expense log submissions for accuracy.

Process monthly allocations of procurement card charges, cell phone charges, and quarterly copier charges, while maintaining purchase orders for countywide contracts managed by Purchasing.

Establish and maintain files in accordance with North Carolina records retention laws, filing and retrieving materials as requested or needed.

Respond to information requests related to the Freedom of Information Act and NC public records law.

Minimum Qualifications:

Graduation from an accredited two-year college or technical school with a degree in business, finance, or accounting, along with two (2) years of experience in the procurement of goods and services, or an equivalent combination of education and experience.


Knowledge, Skills, and Abilities:

Familiarity with the methods, procedures, and policies of Cumberland County as they pertain to the essential duties of the position.

Understanding of bookkeeping practices and procedures, as well as state, federal, and local fiscal regulations, policies, and procedures.
Ability to exercise independent judgment and initiative in applying standards to various work situations.
Ability to interact with the public with tact and courtesy, establishing and maintaining effective working relationships.
Capability to organize and maintain complex records and files, and compile reports from such data.
Ability to exercise sound judgment in complex procurement matters.

Ability to apply accounting principles and relevant laws and regulations to the preparation and maintenance of fiscal and accounting records and reports.

Ability to comprehend and follow oral and written instructions and effectively communicate ideas both orally and in writing.

Conditions of Employment:
A formal transcript will be required.

Successful candidates who receive a conditional offer of employment with Cumberland County must pass pre-employment screenings, including criminal history checks and drug screenings, as mandated by Cumberland County Policies and Procedures, prior to commencing work or receiving a final offer of employment.
