REQUIRED QUALIFICATIONS / SKILLS

Candidate must possess an active US security clearance, with the capability to upgrade to a Top Secret (TS) clearance.

A Bachelor's or Master's Degree in a relevant field and a minimum of three years of experience in the applicable technical/professional discipline, with at least three years in the DoD.

Familiarity with agile methodologies and CI/CD, DevSecOps, and DevOps principles.

Extensive knowledge of principles, policies, and practices related to systems acquisition and program management, as defined in DoDI, along with an understanding of roles and relationships within the DoD and the Air Force.

Ability to utilize qualitative and quantitative techniques for gathering, analyzing, and assessing the effectiveness, efficiency, and productivity of acquisition programs.

Strong oral and written communication skills, capable of producing high-quality acquisition and program documentation, including briefings, reports, and plans.

RESPONSIBILITIES:
Assist in cost and schedule reduction initiatives for acquisition and development projects.

Provide program-level acquisition support to the Program Manager and Integrated Product Team Leads, ensuring successful program execution and maintaining the acquisition battle rhythm to deliver capabilities to the warfighter.

Offer support and solutions to program leadership to ensure effective contract execution and analyze overall program health, advising on options to meet cost, schedule, and performance goals.

Prepare and present various briefings and schedules regarding program status and acquisition tasks to senior management.

Contribute expert Program Management insights to Requests for Proposal (RFPs), including systems specifications, Electronic Warfare Systems (SRDs), Statements of Work (SOWs), and Contract Data Requirements Lists (CDRLs).

Review acquisition documents and provide comments from a programmatic perspective to ensure consistency and accuracy. These documents may include ADMs, LCSP, Acquisition Strategies, APBs, Risk Management Plans, PMRs, and milestone decision briefings.

Support the preparation, review, and development of acquisition reports, including statutory and regulatory acquisition documentation and milestone review materials as outlined in DoDI.

Facilitate the implementation and execution of acquisition and development processes in collaboration with Government and weapon system prime contractors.


Provide non-technical acquisition program management guidance and expertise necessary to apply principles, criteria, and procedures of DoD Directive 5000, DoDI, NSSAP 03-02, and other relevant DoD, AF, AFMC, and AFLCMC instructions, directives, regulations, and guidance documents.

Identify policy disconnects, interpret policies, and manage all acquisition efforts.

Advise the PM on best practice PM principles to achieve significant process improvements, efficiencies, and potential cost savings.

Assist in planning, evaluating, and implementing program acquisition strategies, including DoD and AF policy and/or guidance; technical approaches and/or requirements; risk assessments; and realistic expectations for delivering products suitable for the warfighter within cost, schedule, and performance constraints.

Additionally, this includes a broad range of program acquisition strategies, market research, evaluating deliverables requirements, and best practice management; support for Urgent Capability Acquisitions and Middle Tier of Acquisition as defined in DoDI.

Coordinate with program-level scheduling personnel.

Develop, maintain, and update program risk management plans in accordance with the Risk Management Guide for DoD Acquisition, AFPAM 63-128, and the Air Force RI3 Guidebook; facilitate program risk identification, analysis, handling, and monitoring; assist with executing program risk management boards and working groups, documenting meeting minutes; includes analyzing prime and sub-contractor risk management processes.

Assist in the development, maintenance, and update of acquisition reports such as Monthly Activity Reports (MAR), Source Approval Requests (SAR), Defense Acquisition Executive Summaries (DAES), Acquisition Program Baselines (APB), and other reports as required by DoD policy for ACAT I, ACAT II, and ACAT III programs in accordance with DoDI, AFI 63-101_20-101, and AFPAM. This requires the use of standardized and specialized software applications such as M/S Office, Integrated Budget Documentation and Execution System (IDECS), Electronic Document Access (EDA), Comprehensive Cost and Requirement's System (CCaR), and any other DoD/Office of the Secretary of Defense (OSD) mandated systems.

Provide direct support in preparing and submitting funding documents (e.g., Purchase Requests, MIPRs, Purchase Orders, etc.). Familiarity with financial systems such as Comprehensive Cost and Requirement's System (CCaR) is required.

Assist in the preparation of briefings, graphics, and reports in direct support of acquisition program management functions.

Deliver services critical to Life Cycle Logistics and operational supportability.

Interpret, organize, execute, and coordinate acquisition project assignments and make recommendations to the Government Program Manager regarding issues with unique or controversial items that may significantly impact overall performance and execution of acquisition and sustainment projects.

Compare program direction and plans for consistency.

Review and track prime contractor deliverables status and schedules.

Review program integration plans and provide feedback.

Monitor interface control between IT systems.

Assist in drafting contractual letters on program management issues.

Support the development of source selection strategies, evaluation criteria, RFP documentation, and other source selection administrative support.

Stay informed about DoD acquisition reform policies and Air Force Instructions, recommending revisions to new and existing programs affected by changes, such as Review, Discuss and Concur (RDC) and Evolutionary Acquisition, including Spiral Development and Incremental Development.

Assist with mission execution, including operational planning, analysis, capability development, event integration, execution, analysis, and reporting.

Ensure Mission Planning Environment systems are effectively planned, managed, and developed to support requirement and capability demonstrations testing at developer evaluations, user evaluations, FQT, Developmental Test, and Operational Test, ensuring MPE fielding requirements meet Operational Flight Program (OFP) schedule requirements.

Provide direct support to the MPEs in the PMO. Support the preparation and review of program documents (i.e., BCRDs, APBs, ADM, MAR, RDT&E Documents (RDOC), 1537, Obligation/Spend Plans for CAF MPEs.

Ensure that these MPEs effectively support the applicable aircraft OFP needs and meet the cost, schedule, and quality requirements and expectations for the MAJCOM operational users.

Prepare and review ECPs/RFPs for MPEC DOs. Evaluate proposals, complete technical evaluations, and provide written recommendations to the Government PM.

Support the development of key criteria for Incentive clauses for the MPEC-II Dos.

Correlate EVM Cost Performance Report analysis with the monthly IMS CDRLs for programs.

Support risk assessments for these strategies based on evaluations of the MPE's needs, schedule (OFP driven or otherwise), technical risks, as well as programmatic, funding, and cost realism.

Provide guidance and advice to division branch chiefs and individual program/project managers regarding DoD Directives, including 5000.1/2, AFIs such as 62-601, 63-101, 63-124, AFPD 62-6, AFI 91-117/118/119, 99-103, and AFMAN 63-119.

Experience working with Mission Planning Independent Validation, Verification & Evaluation, FQT, and Development Evaluations in software development.

Identify policy disconnects, interpret policies, and manage all acquisition efforts.
