Job Description

Harnden Construction Services is a civil site contractor that performs work throughout PA, MD, and VA. Our mission is to build strong communities through project execution, construction employment, and community service. We are seeking a skilled Project Manager or Project Engineer to join our project management team due to our growing work volume.

As a Project Manager or Project Engineer on our team, you will have the opportunity to manage a wide range of construction projects in the government, commercial, and private sectors, ranging in magnitude from $1M to $15M. You will be responsible for pursuing and administering construction contracts throughout Maryland, Virginia, and Pennsylvania.

The ideal candidate will have strong communication skills, keen attention to detail, and be a team-oriented individual. This position is based in our corporate office in Harrisburg, PA. Successful passing of a background check and drug testing will be required as a condition of employment due to many of our project sites being on restricted-access government facilities.

Key Responsibilities:

  • Under limited supervision, complete project start up, execution, and close out.
  • Review suppliers and subcontract proposals, and issue PO's and subcontracts.
  • Identify long lead items and critical path work.
  • Develop a schedule of value billing formats.
  • Develop an initial project schedule.
  • Compile and submit necessary health and safety documentation, material submittals, and coordinate required permits.
  • Maintain project schedule for coordination with Owner/Prime Contractor.
  • Work closely with Superintendent to track work progress and daily cost analysis, identifying where production rates were met or may have fallen short, and proposing solutions where needed.
  • Identify and price necessary scope changes and identify their schedule implications.
  • Complete monthly invoices, and WIP analysis.
  • Complete final invoice and waivers.
  • Assist with the development of Redline/as-built drawings for submission.
  • Compile and submit required client documentation, manuals, etc.
  • Review and understand drawings for scope of work to include grading, utility profiles, and erosion and sediment controls.
  • Review and understand project specifications, to include measurements of payment and geotechnical reports.
  • Travel to pre-bid meetings and conduct project site reviews.
  • Complete quantity takeoffs to estimate crew setup and material costs.
  • Identify and contact subcontractors and materials suppliers to receive competitive quotes.
  • Develop production rates and crew/equipment setups to properly estimate bulk earthwork, slope grading, landfill utilities, and other aspects of landfill construction.
  • Build anticipated schedule with concurrent activities.
  • Complete required supporting documentation for bid submissions.

Qualifications:

  • Minimum of 0-5 years of project management/estimating experience in civil/site construction industry is preferred.
  • A two or four-year degree in Civil Engineering, Construction Management, or related field of study is preferred; prior industry experience will also be considered.
  • Understanding of civil drawings and specifications including earthwork, utilities, and E&S controls.
  • Ability to use Bluebeam and AutoCAD Civil 3D as tools to assist in management of work.
  • Familiarity with HCSS programs HeavyBid and HeavyJob.
  • Knowledge of surveying and GPS equipment is a plus.
  • Must be a U.S. citizen for restricted site access.
