Job Title: Construction Specialist 3

CDM Smith is seeking a highly skilled Construction Specialist 3 to join our team. As a key member of our construction team, you will be responsible for performing complex estimating tasks, including quantity take-offs, material price lists, and labor, material, and equipment cost research.

Key Responsibilities:
  • Perform basic to moderately complex estimating tasks, including quantity take-offs, material price lists, and labor, material, and equipment cost research.
  • Utilize Timberline to prepare or assist in the preparation of Opinions of Probable Cost of Construction (OPCC) and design build projects.
  • Research historical data and compile summary reports to develop guidelines and precedence for future estimates.
  • Receive, review, and file pricings received from project managers or procurement group against OPCCs performed by estimators.
  • Contact subcontractors and suppliers for current pricing and bidder interest.
  • Participate in pre-bid job walks and Bid-Day quote tabulations.
  • Supervise and direct overall project activities of basic to moderately complex as assigned.
  • Provide technical, field, and site administration support to field and project personnel.
  • Prepare and review submittals of moderate to high complexity.
  • Issue construction documents and layout to field crews and answer questions.
  • Prepare and interpret specifications and drawings for foremen and superintendents.
  • Maintain and edit all field as-built drawings for projects.
  • Complete requests for information (RFI) and help project managers with change management.
  • Coordinate timely arrival of parts, equipment, construction materials, and installation with field personnel and vendors.
  • Develop or assist in the development of purchase orders, subcontracts, change orders, and applications for payment to clients.
  • Develop simple to complex scopes of work.
  • Perform surveying functions and verify final locations and elevations.
  • Prepare required documentation records, including Project Execution Plans (PXPs), conforming bid documents from addenda, status reports, and meeting minutes.
  • Assist design engineers and labor/subcontractors to determine solutions for unexpected site conditions.
  • Develop agendas and attend project meetings with project teams, subcontractors, and owners.
  • May independently manage small and/or basic pieces of construction projects.
  • Prepare project scheduling and financial analyses and spreadsheets of moderate complexity for routine and non-routine project reporting.
  • Collect and update engineering and construction information to reflect most current plans/requirements.
  • Develop detailed baseline schedules for engineering and construction portions of projects, including developing Work Breakdown Structures (WBSs), activity logic ties, and dependencies.
  • Work with project controls teams to update project schedules with actual progress, including changing durations or logic ties as necessary to manage the critical path.
  • Work with project managers and project controls teams to develop Time Impact Analysis (TIA) schedules for use in change management.
  • Generate reports and data for subcontract change requests, bid comparisons, new work item estimates, and resolution of potential schedule/work problems.
  • Support collection of subconsultant and subcontractor schedule and cost submittals.
  • Provide technical guidance and training to more junior staff.
  • Review the work of more junior staff.
  • Develop the Quality Control Plan (QCP) for review.
  • Review contract specifications, quality plans, design, and construction submittals, and drawings.
  • Conduct or assist with conducting field inspections to evaluate the work performed and materials used.
  • Verify quality of workmanship, quality/quantity of materials used, and compliance with plans, specifications, estimates, and applicable codes and regulations.
  • Document deficiencies and deviations from plans.
  • Maintain and update Quality Assurance/Quality Control (QA/QC) reporting for project sites.
  • Work with Health & Safety professionals to identify Definable Features of Work (DFOWs), develop Activity Hazard Analyses (AHAs), and develop portions of the Health and Safety Plan.
  • Evaluate safety performance metrics of potential subcontractors and vendors as part of the procurement process.
  • Help complete Daily Job Reports (DJRs) including health and safety information and craft labor hours as part of the health and safety reporting process.
  • Participate in controlling hazardous working conditions and unsafe employee activities on project sites.
  • Communicate concerns or near misses to project managers.
  • Work with project managers and VDC teams to develop project capability needs and VDC Plans.
  • Deploy and support construction technology and virtual design application on appropriate project sites.
  • Assist in managing the modeling efforts and deliverables to solve construction issues, including leading field teams through the design model and schedule sequence, running quantity takeoffs from the model, flying drones, and analyzing drone data.
  • Assist in facilitating solutions through collaboration with the design and project teams via VDC, Building Information Modeling (BIM), and traditional collaboration methods.
  • Participate with project staff to prepare and analyze Estimated Cost At Completion (ECAC).
  • Monitor original and current budget by project task code structures and analyze and compare task code costs and performance across all project categories to ensure accuracy of project reports.
  • Contribute to developing the period-sensitive project reporting, including weekly craft labor, general conditions, and estimating labor tracking.
  • Conduct advanced change order tracking, including pending change orders, and work with project staff on change management needs with subs and clients.

Requirements:

  • Bachelor's degree in Engineering, Construction Management, or related discipline.
  • 3 years of related experience.
  • Domestic and/or international travel may be required.
  • Equivalent additional directly related experience will be considered in lieu of a degree.
