Overview

This role functions as a Rangeland Management Specialist (RMS) with full promotion potential to GS-11, or as a trainee at the GS-7 level, within a Bureau of Land Management (BLM) Field Office. The RMS is tasked with professional responsibilities that encompass the conservation, development, and stewardship of public rangelands. This position requires a comprehensive understanding of the ecological needs of native flora, primarily focusing on grasses, grass-like plants, herbs, and shrubs. At the GS-07 level, the incumbent will engage in various tasks under a structured training program, with increasing complexity and independence as proficiency is demonstrated.

As an RMS, the individual will be responsible for preparing, assessing, and executing biological evaluations of public rangeland initiatives. The employee will formulate conservation strategies, design technical assessments, and oversee rangeland construction endeavors.

Key Responsibilities:

Facilitate ecological management of rangelands and wildlife in conjunction with other functional operations, adhering to the principles of multiple-use management. Act as the primary liaison and negotiator concerning rangeland resources and associated activities. Participate in interdisciplinary teams to assess rangeland resources and ecosystem impacts, identifying alternatives and evaluating the outcomes of various project proposals. Maintain ongoing communication with permit holders, affected stakeholders, and others to ensure adherence to established plans and quality standards. Provide guidance to rangeland users regarding activities that may influence their utilization of specific rangeland areas. Develop both long-term and short-term plans based on the needs, health, and capabilities of rangeland resources, available workforce, equipment, budgetary constraints, and public demands for rangeland utilization. Conduct ongoing monitoring of plant community dynamics, grazing impacts, precipitation patterns, and soil erosion risks to correlate with other rangeland resource activities.

Employment Conditions

U.S. Citizenship is required. Completion of a background investigation and drug screening may be necessary. Compliance with Selective Service Registration Act requirements for males is mandatory. Submission of a resume and supporting documentation is required. Holding an active real estate license or having financial interests in firms with stakes in Federal Lands is prohibited. New employees or supervisors in the Federal government must complete a one-year probationary period. Participation in the Direct Deposit Electronic Funds Transfer Program is required. A valid state driver's license must be obtained and maintained. Overnight travel away from home may be required up to 5 nights per month.

Qualifications

To qualify, candidates must meet both the Basic Requirement and the Minimum Qualification criteria outlined below. Relevant experience must be clearly detailed in the resume, and a copy of official or unofficial transcripts must accompany the application.

Basic Requirement for the 0454 Series:

Education: A degree in range management or a related field with at least 42 semester hours covering plant, animal, and soil sciences, as well as natural resources management. Experience: A combination of education and experience that meets the outlined requirements.

Minimum Qualifications:

Specialized Experience GS-07: One year of experience comparable to the GS-05 level, including tasks such as assisting in wildlife habitat data collection and vegetation analysis. Education GS-07: One year of progressively higher-level graduate education in a relevant field. Combination GS-07: A combination of education and experience equating to 100% of the total requirement.

Specialized Experience GS-09:

One year of experience at the GS-07 level, including responsibilities such as conducting range resource analyses and assisting in project recommendations.

Specialized Experience GS-11:

One year of experience at the GS-09 level, including developing and managing range conservation plans and advising on rangeland management principles.

Relevant experience includes both paid and unpaid work, including volunteer roles through National Service programs and other organizations. Credit will be given for all qualifying experience.
