Job Title: Proposal Manager

Job Summary:

Quality Business Engineering is seeking a highly skilled Proposal Manager to support the Business Development team in developing compliant, high-quality, and timely proposal content for DoD and Federal customers.

Key Responsibilities:

• Manage and lead proposal efforts throughout the complete proposal lifecycle
• Coordinate efforts across multiple projects simultaneously
• Organize and manage meetings
• Train, coach, and mentor Business Development team members
• Plan, schedule, and manage proposal development efforts and proposal plans
• Create and maintain Proposal filing system in SharePoint portal
• Develop document outlines and compliance matrices
• Create writing templates, outlines, PowerPoint slides, schedules, and other proposal tools to ensure quality results
• Document and maintain Proposal processes
• Ensure proposal compliance and responsiveness
• Ensure proposal materials are properly formatted for final production/submission
• Edit proposal sections per internal corporate writing guides
• Create document content through interviews with subject matter experts

Requirements:

• Minimum eight (8) years' experience writing and managing proposals with major Federal agencies and a bachelor's degree in English, Journalism, Professional Writing, Creative Writing, or related field
• Expert skills in Microsoft Word, PowerPoint, Excel, and Adobe Acrobat
• Strong organizational and time management skills
• Strong interpersonal and proactive communication skills
• Demonstrated experience conducting project management functions including resource planning, scheduling, and task delegation
• Demonstrated proficiency with technical writing/editing
• Demonstrated team leadership and management skills
• Outstanding written and verbal communication skills
• Knowledge of version control management practices and technologies
• US Citizenship
• Ability to obtain a US DoD Government Clearance at Secret level or higher
• Ability to sit for extended periods of time
• Ability to regularly lift at least 25 pounds
• Ability to commute to the designated onsite work location as required

Preferred Qualifications:

• APMP Foundation Certification or equivalent knowledge of best practices in proposal development
• Completion of Shipley Core courses or equivalent
• Knowledge of Microsoft SharePoint and other web-based collaboration applications
• Local to Northern Virginia helpful, but not required
