Overview
This role is a pivotal financial position within DelDOT. The individual occupying this role will oversee all financial operations for the department, including Accounts Payable, Accounts Receivable, and Financial Reporting. Responsibilities also include monitoring workflow, supervising team members, ensuring compliance with regulations and deadlines, reviewing and analyzing transactions, developing policies and procedures, and generating reports for leadership, including GAAP reporting and quarterly forecasts.Key Responsibilities
The following functions are essential and represent core responsibilities common to all positions within this classification. This list is not exhaustive and may include additional duties as required: Evaluate and analyze financial transactions and records for accuracy while ensuring compliance with the agency's budget, relevant agreements, grants, or contracts, as well as state and federal laws and regulations. Reconcile and consolidate data from journals, records, and documents into the general ledger; prepare trial balances and implement corrections, updates, and adjustments to maintain balanced funds and an audit trail. Review financial transactions and classifications to ensure accuracy and suggest necessary modifications. Uphold internal controls and apply accounting principles, practices, and standards. Provide expert advice and technical support regarding assigned financial functions. Compile, analyze, and prepare various financial statements and reports to support financial, budgetary, and personnel planning. Conduct research and provide documentation to state, federal, and independent auditors, as well as for other financial information requests. Utilize commercial and proprietary automated information systems and software to research, evaluate, and report on financial data. Deliver outstanding customer service to both internal and external stakeholders, whether in person, electronically, or through written communication. Effectively communicate and interact with individuals from diverse backgrounds, abilities, genders, ethnicities, ages, and races. May oversee purchasing, disbursement, and inventory management of equipment and supplies.Qualifications
Requirements for Senior Fiscal Consultant Candidates must demonstrate education, training, and/or experience in the following areas: A minimum of four years of experience in compiling, analyzing, and reporting financial data to ensure effective management of funds or to facilitate financial planning. At least two years of experience in analyzing financial issues, developing alternatives, and advising management on solutions. Coursework, training, and/or experience in budget management and control, including managing budgets to maintain expenditures within available appropriations and revenue while monitoring and controlling budgets according to established policies and procedures. Coursework, training, and/or experience in supervising staff, which may include leading and overseeing the work of others.Employment Conditions
Candidates must be legally authorized to work in the United States. DelDOT participates in the Federal E-Verify system, where the department will provide the federal government with each new hire's Form I-9 information to confirm work authorization in the U.S.
