Job Summary:
We are seeking a highly skilled Environmental, Safety and Health (ES&H) Program Manager to lead our team in developing and managing complex ES&H project programs. As a key member of our organization, you will be responsible for ensuring that our projects meet the highest standards of ES&H performance, compliance, and continuous improvement.
Key Responsibilities:
- Manage global ES&H services and establish strategic objectives, standards, systems, and policy for ES&H performance among corporate-based functions, global business units (GBUs), and projects.
- Supervise ES&H personnel and facilitate their development through assignments, coaching, and mentoring.
- Oversee and assure that ES&H requirements are properly interpreted by projects and other functions, and integrated in GBU processes, planning, procedures, and training for all three ES&H disciplines (including medical).
- Develop and sustain the ES&H Management System and assure that it is applied across all functions, GBUs, and projects to continually improve ES&H program execution.
- Have overall responsibility for ES&H program development and execution within Bechtel, confirming that corporate functions, GBUs, and projects adhere to ES&H requirements, standards, and customer expectations.
- Manage budgets, schedules, and resources for interpreting and implementing complex ES&H requirements, evaluating and applying appropriate ES&H principles, and developing suitable plans and methods in compliance with global ES&H requirements.
- Oversee and review implementation of Bechtel's ES&H Policy, Management System, and standards.
- Confirm ES&H emergency preparedness planning and the adequacy of incident investigation and resolution.
- Conduct audits to confirm ES&H compliance with contractual commitments, laws and regulations, environmental permit requirements, and Bechtel standards.
- Confirm that environmental regulatory submittals, documentation, and actions are completed as required.
Requirements:
- Requires a bachelor's or master's degree (or international equivalent) related to environmental, safety, health or science-related discipline and 7+ years of relevant experience or 12-15+ years of relevant work experience.
- Knowledge in the field of ES&H Management, or related discipline.
- Knowledge of environmental and safety procedures, principles, and methodologies.
- Knowledge of national environmental and safety laws/regulations and regulatory agencies' processes and responsibilities, industry standards/practices for compliance, and best management practices for minimizing potential ES&H risks during project execution.
- Ability to manage multiple priorities and operate in a fast-paced environment.
- Knowledge of hazardous materials and physical risk exposures, Personal Protective Equipment standards as well as Craft Based Leadership behavioral based safety observation processes or similar.
- Bachelor's degree in education, Human Resources, Communications, Science, or equivalent experience in a specialized scientific field (e.g., safety, industrial engineering, public health) is preferred.
- A minimum of 5 years prior experience in Education, Training, HR, or related area of focus.
- Ability to prepare and deliver training elements and modules proficiently in both English and Spanish as per the Projects ES&H Training Management Plan.
- Experience in development, presentation, and assessment of ES&H education and training plans / packages on large construction projects required.
- Experience and qualification / certification regarding Train the Trainer preferred.
- Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
- Must be able to obtain a site security badge for access to the worksite.
