Cost Estimation Specialist

Key Responsibilities:
+ Develop and maintain estimating timelines that align with acquisition schedules.
+ Create Program Office Estimates (POEs) using established procedures to determine the anticipated financial outlay for specific tasks or acquisitions.
+ Collaborate with Integrated Product Team (IPT) members to establish the technical foundation of programs, conduct data gathering and analysis, and document findings.
+ Evaluate program activities and forecast their expenses, modify POEs, and generate objective, realistic life cycle cost projections.
+ Prepare, present, and reconcile the outcomes of estimates, which encompass development, procurement, operations and support (O&S), and, when relevant, disposal costs, in accordance with the program's Cost Analysis Requirements Description (CARD) for Major Defense Acquisition Programs (MDAPs) or Major Automated Information System (MAIS) programs.
+ Oversee the upkeep of a cost data repository for the directorate, including cost reports, data, and finalized cost estimates.
+ Formulate life cycle cost estimates covering Engineering and Manufacturing Development (EMD), production, and sustainment phases of programs.
+ Conduct assessments of existing program cost estimates that may involve program restructuring, new capability or technology integration, quantity adjustments, and significant funding changes.
+ Analyze proposals from weapon system contractors.
+ Support the creation of Program Objective Memorandum (POM) submissions and other financial documentation.
+ Aid in the formulation of the program's initial CARD and assist with necessary updates throughout the program's duration.
+ Coordinate work scope, schedule, and cost objectives to objectively evaluate progress and assess contractor performance data.
+ Participate in Integrated Baseline Reviews (IBRs).
+ Engage in Defense Acquisition Executive Summaries, Milestone Reviews, Economic Analyses, Analysis of Alternatives, and External Inquiries.
Required Qualifications:
+ Bachelor’s degree with at least twenty-one (21) semester hours in quantitative analysis courses, including a minimum of three (3) semester hours in calculus.
+ At least 8 years of relevant experience.
+ Compliance with DoD Directive and other related policies and regulations is mandatory.
+ U.S. Citizenship is required; ability to obtain and maintain a Secret clearance is essential.
Preferred Qualifications:
+ Familiarity with Automated Cost Estimating Integrated Tools (ACEIT).
+ Experience with estimating tools such as PRICE TruePlanning, Constructive Cost Model (COCOMO), and Oracle Crystal Ball.
+ Knowledge of Air Force databases like Air Force Total Ownership Cost (AFTOC) and Reliability and Maintainability Information System (REMIS).
+ Experience with government documentation and databases that require financial management and cost data.
