Key Responsibilities
  • Conduct in-depth analyses and formulate strategic plans, including budgets and timelines, to fulfill contractual obligations for designated program segments.
  • Act as a principal technical authority on financial analysis matters, addressing concerns and spearheading special initiatives.
  • Engage in the research, establishment, and definition of program plan specifications; prepare comprehensive narratives to substantiate budget estimates and oversee execution.
  • Facilitate interdepartmental collaboration in developing program plans and liaise with vendors and clients as necessary; monitor and report on performance metrics to ensure adherence to contractual, cost, and scheduling goals.
  • Analyze and interpret financial and operational data, providing insights for decision-making.
  • Conduct studies related to program planning.
  • Oversee junior financial analysts, offering leadership and defining program plan specifications.
  • Participate in the establishment and definition of program plan requirements.
  • Coordinate, negotiate, and resolve financial compliance matters with various governmental entities to ensure accurate interpretation of contract stipulations.
  • Engage with senior management in response to requests for financial information.
  • Present program/project budget estimates, projections, funding types, and address any shortfalls or overruns.
  • Be prepared to deploy internationally to provide rapid technical support to military operations in potentially hazardous environments.
  • Ensure all responsibilities are executed with timeliness, courtesy, and quality support to clients and stakeholders.
Qualifications
  • A Bachelor's degree in Finance, Accounting, Business Administration, or a related field, coupled with seven to nine years of relevant experience in fiscal management, including technical program planning, contract interpretation, and budget development.
  • Comprehensive understanding of government budgeting processes.
  • In-depth knowledge of DAR/FAR and other pertinent government regulations.
  • Experience in integrated program analysis, budget preparation for complex projects, and working with various government funding types, particularly within Army operations; proficiency in Excel for managing daily Spend Plans and updating Estimates to Complete.
  • U.S. Citizenship is required, along with a Final Top-Secret Clearance based on a TIER 5 Background Investigation and favorable eligibility for access to Sensitive Compartmented Information (SCI) in accordance with ICD 704.
  • Some roles may necessitate a Counterintelligence (CI) Scope Polygraph, especially those involving access to TDN2.
