This role involves overseeing contractors involved in significant capital initiatives, including gas line replacements, gate station upgrades, and district regulator enhancements. A strong understanding of gas distribution and transmission systems is essential. The specialist will plan, schedule, and supervise new construction tasks, inspections, and training in line with industry standards and regulatory requirements. Ensuring that all construction activities comply with established standards, safety protocols, and budgetary constraints is a critical aspect of this position.

Key Responsibilities

  • Manage and direct the operations of gas departments, ensuring the safe and efficient execution of daily field activities by both company personnel and contractors. Address customer concerns as necessary and collaborate with Technical Services on new construction and infrastructure rehabilitation.
  • Handle damage claims, billing, leak reports, time tracking, inventory management, and compliance with safety regulations and service standards. Maintain accurate gas records for auditing and compliance purposes.
  • Oversee the construction office and assist in budget management. Liaise with local and state highway officials to coordinate departmental activities.
  • Facilitate safety training, maintain documentation, conduct inspections, and investigate accidents. Perform evaluations of contractors to support project awards.
  • Conduct oversight inspections for the replacement of bare steel and cast-iron piping, as well as upgrades to gate stations and district regulators.
  • Certification in Construction Standards and Operator Qualifications (OQ's) as per industry standards is required for effective field oversight.
  • Experience in plastic pipe fusion and welding processes is necessary.
  • Possess a background in pipeline oversight, piping fabrication, and welding, along with certifications in non-destructive testing.
  • Demonstrate excellent organizational skills in developing and maintaining Construction Work Packages (CWPs) for records management and retention.

Education & Experience Requirements

  • A minimum of an Associate's or Bachelor's Degree with at least 4 years of relevant experience is preferred.
  • A High School Diploma/GED is required with 7 years of relevant experience and completion of a related progression program.
  • Proficient knowledge of gas work and construction practices.
  • Familiarity with gas distribution construction and maintenance, labor agreements, safety manuals, and leak detection methodologies.
  • Understanding of industry codes such as ASME, API, Hazmat, and OSHA is essential.
  • Knowledge of welding processes and non-destructive testing is advantageous.

Skills & Abilities

  • Results-oriented with a strong focus on customer service.
  • Excellent verbal and written communication skills.
  • Ability to work independently with strong multitasking capabilities.
  • Proficient in computer applications including MS Word, MS Excel, SAP, and MS Outlook.
  • Demonstrated supervisory abilities.
  • Strong interpersonal skills are essential.
  • A valid driver's license is required.
