In this position, you will work collaboratively with colleagues to draft and negotiate both standard and innovative agreements, helping to shape and implement the agency's legal strategies concerning procurement, contract management, compliance, and other essential matters.

Key Responsibilities:

  • Engage with various agency departments on specialized legal initiatives aimed at ensuring compliance, minimizing legal risks, and enhancing our competitive position in the evolving gaming sector. Projects may include drafting policy updates, addressing legal challenges related to new technologies, advising on privacy and cybersecurity issues, and collaborating with officials on contract enforcement and regulatory concerns.
  • Provide legal guidance to the Gaming Compliance and Sports Betting division regarding regulatory obligations, statutory implementations, agency delegations, licensing processes, compliance checks, and enforcement of gaming regulations.
  • Draft and negotiate substantial contracts with vendor partners and other governmental entities.
  • Offer advice and counsel by assessing multiple factors and implications of decisions with integrity and ethics. Conduct legal research to evaluate issues related to lottery games and authorized wagering, delivering clear and concise documentation to facilitate timely resolutions.
  • Draft policies, regulatory guidelines, compliance documents, and vendor application procedures for all business lines, reviewing and suggesting amendments to existing rules and procedures as necessary.
  • Assess and respond to public records requests, ensuring compliance with state regulations regarding scope, format, and timeliness.
  • Review, analyze, and report on proposed legislation that may affect the agency.
  • Assist in monitoring corporate governance compliance for the NCEL.
  • Support the oversight and coordination of litigation assigned to external legal counsel.
  • Conduct all tasks with professionalism and a sense of urgency.
  • Maintain ethical and legal standards in all aspects of the role, fostering a culture of integrity and compliance within the organization.
  • Travel as required within and outside the state.

Qualifications:

Experience and Education:

  • 4-6 years of legal experience, ideally with a law firm or as in-house counsel within a regulatory agency.

Certifications and Licenses:

  • Juris Doctor degree from an accredited law school.
  • License to practice law in North Carolina, or eligibility for licensure via comity from the NC State Bar.
  • Valid driver's license is preferred.

Knowledge, Skills, and Abilities:

  • Capability to develop and implement legal strategies and objectives.
  • Proactive identification of legal issues relevant to agency leadership and stakeholders, contributing to effective legal strategies and practical solutions.
  • Exceptional interpersonal skills across all levels of the organization.
  • Experience at the intersection of technology and law is preferred.
  • Ability to work independently, managing tasks efficiently and accurately.
  • Strong analytical, organizational, and problem-solving skills with meticulous attention to detail.
  • Ability to conduct complex research and communicate findings effectively.
  • Experience in a highly regulated industry, particularly in gaming, is preferred but not mandatory.
  • Strong writing skills, with the ability to convey information clearly and concisely.
  • Initiative and strong project management skills, with the ability to prioritize multiple assignments and meet deadlines.
  • Professional background reflecting integrity and ethical conduct consistent with the agency's mission.
