Job Summary

We are seeking a highly skilled Senior Construction Inspector to join our team at the City of Hopewell, VA. As a Senior Construction Inspector, you will be responsible for inspecting City contracted projects and utility construction within the public right-of-way and easements for compliance with specifications and plans.

Key Responsibilities
  • Inspect Infrastructure: Perform inspections of infrastructures such as streets, sidewalks, drainage systems, and rights-of-way for City Capital Improvement Projects (CIP), City commercial developments, and utility capital improvement projects for compliance with standard details, specifications, and approved project plans.
  • Review Plans and Specifications: Review plans, specifications, estimates, and contracts for capital improvement construction projects.
  • Inspect Site Plan Developments: Inspect site plan developments for conformance with City and Virginia Department of Transportation (VDOT) specifications and guidelines.
  • Prepare Inspection Records: Prepare and maintain detailed inspection records, plans, and reports. Reconcile quantities with contractors and plans. Create and maintain as-builts and red-line plans. Maintain materials notebook and ensure compliance with QAP as required.
  • Maintain Records and Correspondence: Maintain records on warranty of utility and contracted projects; prepares construction-related correspondence to contractors, developers, and City employees.
  • Inspect Utility Street Cuts: Inspect utility street cuts and makes necessary contacts with utility contractors regarding compliance with city codes and requirements.
  • Provide Technical Services: Provides support and technical services such as grade checks and calculations for Public Works and contracted projects.
  • Respond to Inquiries: Receives and responds to inquiries and complaints from citizens regarding construction projects.
  • Review and Approve Permits: Reviews and approves utility and sewer connection permits.
Requirements
  • Education and Experience: Graduation from high school supplemented by relevant college or other relevant secondary coursework; a college degree (2-year or 4-year) in a relevant field and four (4) years of relevant work experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • Licenses and Certifications: Soil and Aggregate Field Compaction, Asphalt Field I & II, ACI Concrete, Pavement Marking, Nuclear Gauge Safety Training, GRIT, Erosion and Sediment Control Inspection, Stormwater Inspection, Intermediate Work Zone Traffic Control, OSHA 10-hour Safety Training - Construction Safety & Health Certifications, or ability to obtain within 12 months.
  • Knowledge and Skills: Knowledge of best practices, techniques, materials, and equipment for civil and transportation engineering construction projects and of engineering plans, specifications, and drawings. Math and quantitative skills. Multi-tasking and prioritization skills. Computer skills - Microsoft Office Suite.
  • Abilities: Ability to make sound technical decisions and detect defects in construction materials and workmanship. Ability to read and interpret plans and specifications. Ability to establish and maintain working relationships with contractors and developers. Ability to express self clearly and concisely, orally and in writing.
