POSITION OVERVIEW:


Under the general guidance of the Chief Executive Officer, the Senior Vice President oversees our Housing Choice Voucher Program, which encompasses over 3,300 vouchers and manages an annual budget exceeding $33 million.

This role necessitates a deep understanding of and dedication to the agency's mission and vision.

The Senior Vice President acts as the technical authority on all matters related to HCV and is accountable for the daily operations of the division as well as the supervision of the Housing Choice Voucher Program Team.

Exceptional organizational and communication skills are essential, along with the ability to collaborate positively and effectively with the Management Team, landlords, community partners, and CCHA clients.


KEY RESPONSIBILITIES:
Ensures the effective operation of the program under the direction of the Executive Director.
Guarantees that all Section 8 functions are executed in a professional, accurate, timely, and responsible manner.
Acts as the technical expert for the Section 8 Program, providing assistance and resources to Section 8, CCHA staff, and community partners as required.
Ensures compliance with HUD requirements, including intake, recertification, and overall program and policy adherence.
Conducts reviews, analyses, development, and implementation of internal controls, policies, and procedures for the department and the Section 8 Admin Plan.
Participates in CCHA Informal Hearings.
Supervises staff by delegating tasks, reviewing work, maintaining deadlines, training, and scheduling.
Conducts quality control assessments for accuracy and compliance with policies, procedures, and regulations; audits files for SEMAP quarterly.
Reviews program violations, terminations, patterns, and trends and represents the agency.
Actively recruits and retains private landlords or other affordable housing service providers in the region.
Hosts CCHA's Star Upward Mobility Program.
Ensures the preparation of various reports, budgets, and statistical information for the Chief Financial Officer and Chief Executive Officer.
Communicates professionally and effectively with the CEO, peers, staff, community partners, as well as program applicants and participants.
Serves as a professional and effective member of the CCHA Executive Management Team.
Performs other related duties and responsibilities as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of Section 8 Housing Choice Voucher Program operations and their role in delivering community services.
Proficiency in YARDI, PIC, EIV
Technical expertise in HQS (and similar) standards.
Thorough understanding of administrative analysis principles and techniques, with proven skills in leadership, supervision, personnel administration, and finance.
Proficient in using personal computers, with a focus on Microsoft Office, Excel, HUD reporting systems, and Yardi.
Exceptional analytical skills.
Ability to plan and organize departmental operations and personal workload effectively.
Ability to maintain positive working relationships and demonstrate good judgment and integrity with staff, residents, and the public.
Ability to interact effectively with diverse groups and individuals.
Ability to communicate effectively both orally and in writing.
Ability to address the public and present information in a clear, organized, and persuasive manner.

PHYSICAL DEMANDS:

Primarily sedentary in nature, involving normal risks and discomforts associated with an office environment, with occasional lifting or moving of small objects weighing approximately 10-25 pounds; sitting, standing, walking, talking, hearing, and fingering.


MINIMUM QUALIFICATIONS:


Bachelor's Degree in Business, Public Administration, or a related field, with four (4) years of relevant experience, including supervisory experience. An equivalent combination of directly related education and experience may be considered in lieu of the degree.
Eight (8) or more years in progressively responsible professional/managerial roles.
Certification as a Section 8 Housing Manager or the ability to obtain certification within one (1) year of hire.
Must possess a valid Texas Driver's License and maintain a satisfactory driving record. May operate Authority vehicles while conducting Housing Authority business.

Ability to work a flexible schedule, including hours outside of the standard 8-5, in variable weather conditions, and additional hours beyond the forty (40) hour work week, including evenings and weekends, as necessary to achieve Housing Authority goals and objectives.
