Job Summary

The Capital Construction Manager will lead the execution of the East River Tunnel Rehabilitation Project, a complex and critical infrastructure project for Amtrak. This role will oversee the planning, coordination, and execution of the project, ensuring timely completion and adherence to budget and quality standards.

Key Responsibilities
  • Lead project management team and dictate required resources.
  • Plan, coordinate, and execute individual projects, ensuring effective utilization of Amtrak Program Management staff and force account labor.
  • Monitor third-party contractor progress, ensuring technical requirements are met and serving as point of contact for contractor field operations.
  • Develop, plan, budget, coordinate, and schedule resources required to accomplish construction of the ERT Construction Program.
  • Build and maintain relationships with internal/external customers to accomplish objectives and provide effective communication.
  • Assist with the planning of ERT projects to ensure efficient use of resources and adherence to Amtrak's business plan.
  • Manage the oversight of project budgets and ensure compliance with FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards.
Requirements
  • Prior satisfactory job performance required.
  • Must have extensive railroad industry experience or relevant experience sufficient to plan and direct activities.
  • Demonstrated project/construction management and supervisory experience.
  • Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance.
  • Experience demonstrating skill using PC-based word processing and spreadsheet software sufficient to prepare correspondence and manage budget.
  • Demonstrated ability to work under tight time constraints, pressure, and multiple priorities.
  • 7 years relevant experience required.
Preferred Qualifications
  • Bachelor's Degree required OR equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
  • 7-10 years of relevant experience preferred.
  • Extensive construction project management and supervisory experience.
  • Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance.
  • Knowledge of applicable labor agreements sufficient to ensure compliance.
  • Strong interdepartmental leadership with the ability to identify problems and develop solutions.
  • Extensive experience in railroad maintenance and construction.
  • Bachelor's degree in civil engineering.
Work Environment
  • Office building and field environment.
  • Ability to work on a construction site wearing safety shoes and PPE including a railroad tunnel environment.
  • Ability to work under pressure.
  • Travel to project sites is required.
  • Work Schedule: This position may allow for a hybrid work schedule with an expectation of onsite minimum of 4 days/week at an Amtrak location (an office, or a project location).
