Empire State University is in search of a Head of Strategic Procurement (

State Title:
Purchase Associate) to oversee all facets of the procurement function within the institution.

The Head will advance the purchasing objectives of the university by adhering to the standards and protocols mandated by SUNY and New York State.

The chosen candidate will supervise all procurement and contracting activities in line with the relevant competitive bidding regulations.

This role entails managing all purchasing interactions between the university and its suppliers; facilitating the effective sourcing of products and services; enhancing the understanding of procurement procedures across the institution; and leveraging data to boost efficiencies and maximize savings.


Key Responsibilities:


Lead all procurement and contracting initiatives on behalf of Empire State University and direct a procurement team of four staff members.

This encompasses purchasing for various departments including facilities, information technology, marketing, communications, student services, academic affairs, leased properties, and all other sectors of the university.

Establish and implement procurement department practices and strategies that emphasize customer service as they are executed.


Conduct training sessions and effectively relay departmental requirements to ensure that departments and stakeholders are equipped with the necessary information to complete their procurements.

Oversee the effective use of Jaggaer, the e-procurement platform employed by SUNY.

Organize all contracts for accurate tracking, payments, milestones, and database management.

Supervise the open competitive bidding processes (RFPs, RFIs, and RFQs) for all procurement activities.


Ensure adherence to NYS finance laws and SUNY Policies (specifically 7553 and 7554) while advocating for the needs and best interests of SUNY Empire University.

Document and present all cost reductions, cost avoidance, revenue enhancements, rebates, etc., to senior management in a precise manner.

Manage relationships with key suppliers and university stakeholders through regular business reviews.

Conduct market research, benchmarking studies, and business needs assessments.

Assist internal stakeholders in identifying and implementing opportunities/processes to ensure the timely delivery of goods and services.

Develop and implement continuous process improvements and best practices.

Required Qualifications:
Bachelor's degree in business or a related field from a regionally accredited U.S. university or an equivalent non-U.S. institution.


A minimum of seven (7) years of progressively responsible experience in procurement and contracting, sourcing, and vendor relationship management, preferably within government, higher education, or non-profit sectors.

Proficiency in MS Excel, Word, and PowerPoint.

Strong communication and interpersonal skills.

Ability to thrive in a dynamic environment.

Significant experience in complex negotiations and problem-solving.

Preferred Qualifications:
Experience in procurement, supply chain, and contracts for NYS universities and non-profits is highly desirable.

Familiarity with e-procurement software.

Experience in construction contracting.

Special Information:
This position is located in Saratoga Springs, NY.

May involve occasional travel.

Additional Information:

Rank/Salary:
SL4 / $90,000-$100,000, dependent on experience and qualifications.
