Position Objective and Summary:

The Quality Improvement Specialist plays a pivotal role in coordinating various program assessments, quality enhancement, and assurance activities within UCAN. This includes overseeing compliance with quality benchmarks, implementing evaluation tools for programs and services, and organizing data collection and analysis. The QIS fosters collaboration among program staff to ensure effective communication and establish a robust quality improvement feedback loop. The QIS serves as a resource for each program, aiming to elevate the performance of every team member.

Essential Functions and Responsibilities:

Best Practices

  • Advises UCAN programs on compliance with accreditation standards, including the Council on Accreditation (COA).
  • Develops and oversees plans for COA review preparations and ongoing maintenance.
  • Provides guidance on adherence to Medicaid regulations and associated contractual obligations.
  • Offers technical support for Medicaid service and billing processes.
  • Assists in preparations for Medicaid evaluations.
  • Stays informed about IDCFS regulations and acts as a resource for programs.
  • Maintains knowledge of ethical standards and mental health laws, advising programs accordingly.
  • Educates programs on current clinical best practices and leads program evaluation initiatives.
  • Researches evidence-based practices relevant to UCAN's programs.
  • Evaluates current practices and advises on the use of evidence-based methodologies.

Program Monitoring, Evaluation & Outcomes

  • Designs and implements plans for program evaluation and enhancement.
  • Creates data collection systems for evaluation and oversees data analysis to provide actionable recommendations.
  • Collaborates with programs to review findings and suggest improvements.
  • Facilitates the development and revision of program plans, including literature reviews and outcome measurement strategies.
  • Maintains a systematic approach for the development and review of program plans.
  • Assists in creating plans for tracking and measuring outcome data.
  • Recommends enhancements in evaluation methodologies and data presentation.
  • Leads discussions on program monitoring and improvement during management meetings.
  • Adapts program evaluation processes to align with best practices and agency goals.

Utilization Review

  • Contributes to the establishment and maintenance of quality standards for service delivery and documentation.
  • Collaborates with service providers to promote quality principles and the importance of meeting standards.
  • Coordinates utilization review processes and conducts on-site evaluations, providing regular feedback.
  • Analyzes and reports on utilization review outcomes, preparing quarterly trend reports.
  • Develops action plans with program teams to address identified deficiencies and monitors improvements over time.

Data Management

  • Generates discrepancy reports to ensure data integrity.
  • Supports the agency in utilizing UCAN's information management systems and other relevant platforms.

Customer Satisfaction

  • Develops strategies for gathering customer feedback through surveys, focus groups, and interviews.
  • Works with Program Leaders to create tailored survey questions and supports the administration of customer feedback initiatives.
  • Conducts focus groups as necessary.
  • Analyzes customer feedback results and communicates findings to program staff and stakeholders.

Collaboration

  • Acts as a liaison between IT, Development, and program teams to ensure program needs are met.
  • Builds relationships with staff through program management, attending meetings, and providing training as needed.
  • Maintains awareness of other quality improvement functions within the agency and collaborates on projects.
  • Conducts training sessions and provides educational resources for programs.
  • Serves as Project Manager for assigned initiatives, coordinating efforts among team members.

Education /Job Experience/Certification:

Quality Improvement Specialist I

  • BA/BS in a human services field required; Master's degree in Social Work or related field preferred.
  • Minimum of 2 years of experience in the social services sector required.

Special Knowledge and Qualifications:

  • Proficient in Microsoft Office applications, especially Excel.
  • Strong verbal and written communication abilities.
  • Excellent decision-making and analytical skills, capable of resolving issues effectively.
  • Strong interpersonal skills, exercising discretion and judgment in interactions.
  • Exceptional organizational skills, managing multiple projects under pressure.
  • Familiarity with COA, Medicaid, or DCFS standards preferred.
  • Valid driver's license required.

Quality Improvement Specialist II

Education /Job Experience/Certification:

  • Master's Degree in human services with at least 2 years of quality improvement or program evaluation experience required. OR
  • Bachelor's Degree in human services with at least 5 years of quality improvement or program evaluation experience required.

Additional Responsibilities:

In addition to the responsibilities of a QI Specialist I, a QI Specialist II will:

  • Facilitate specialized projects and take on greater responsibility for individual tasks.
  • Identify areas for improvement within the department and make recommendations.
  • Assume additional responsibilities based on program needs.

Additional Special Knowledge and Qualifications:

In addition to the qualifications of a QI Specialist I, a QI Specialist II will:

  • Demonstrate expertise in quality improvement, quality assurance, and program evaluation.
  • Exhibit strong written and oral communication skills.
  • Show commitment to UCAN and its continuous quality improvement efforts.

Quality Improvement Specialist III

Education /Job Experience/Certification:

  • A Master's Degree in Social Work or a related field required.
  • 5 years of quality improvement or program evaluation experience in social services required, with at least 2 years at UCAN.

Additional Responsibilities:

In addition to the responsibilities of QI Specialists I & II, a QI Specialist III will:

  • Act as a leader and mentor for other QI team members.
  • Design and oversee quality improvement projects.
  • Develop processes to enhance the functioning of the QI department and programs.
  • Support UCAN's mission and agency-wide initiatives.

Additional Special Knowledge and Qualifications:

In addition to the qualifications of QI Specialists I & II, a QI Specialist III will demonstrate:

  • Proven ability to independently lead quality improvement projects.
  • Strong capacity to build positive relationships with internal and external stakeholders.
  • A vision for the QI department and the advancement of UCAN's mission.
