Additionally, DHCD oversees rental assistance programs and innovative initiatives aimed at expanding affordable housing opportunities for individuals with disabilities, enhancing energy efficiency in multifamily developments, and preserving rental housing.GRADE
17POSITION DUTIES
The Lending and Risk Analyst II is a highly skilled professional responsible for analyzing residential properties, evaluating plans, specifications, and contractor bids, as well as inspecting rehabilitation work. This position also involves recommending construction draws of project funds, monitoring local housing agencies' administration of Single-Family Housing (SFH) programs, and providing technical assistance to loan applicants, local governments, and contractors regarding loan programs. The incumbent will identify deviations from the scope of work and ensure acceptable quality in workmanship and materials. Collaboration with the Special Loans team is essential to ensure that applicants and contractors understand program guidelines and that all work adheres to these parameters. A comprehensive understanding of building systems, codes, and regulations relevant to residential construction is required. The ability to recognize complex conditions that may lead to structural failures is crucial. The Lending and Risk Analyst II will also seek opportunities to enhance housing energy conservation by identifying eligible services through weatherization programs.MINIMUM QUALIFICATIONS
Experience: Seven years of experience evaluating risks associated with granting loans for single-family, multifamily, and commercial properties, as well as government assistance programs and/or construction management. Notes: 1. Candidates may substitute a Bachelor's degree from an accredited institution in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, or a related field, along with three years of relevant experience for the required experience. 2. Candidates may substitute military service experience as a commissioned officer in loan specialist roles or business and industry classifications related to housing management on a year-for-year basis for the required experience.DESIRED OR PREFERRED QUALIFICATIONS
Familiarity with building systems, codes, and regulations pertinent to residential construction. Experience with technical and trade aspects of residential infrastructure and various construction work, including inspections. Background in residential or commercial construction, weatherization, real estate development, governmental housing, or infrastructure development.SELECTION PROCESS
