Position Summary

The Payroll Administration Director is tasked with managing payroll processing functions to guarantee that payroll is executed accurately and punctually on a weekly basis.

Key Responsibilities

Leadership Duties

  • Lead the creation, upkeep, and execution of payroll protocols, policies, and systems.
  • Collaborate with management to identify and resolve discrepancies related to authorized overtime, shift differentials, or absence reasons, whether paid or unpaid.
  • Provide guidance, mentorship, and development opportunities to a team of five, addressing performance matters as necessary.
  • Work alongside management to tackle any escalated concerns.
  • Evaluate payroll processes and controls, pinpoint efficiencies, drive improvements, and manage priorities.
  • Collaborate with IT to enhance system functionality and identify improvement opportunities.

Payroll Management

  • Oversee payroll processing for over 600 employees, ensuring timely and accurate payment in compliance with governmental regulations.
  • Conduct audits on payroll reports to confirm modifications and accuracy before finalization; review payroll register post-processing.
  • Prepare Monthly, Quarterly, and Yearly Payroll Reports.
  • Generate Payroll Reconciliations for Balance Sheet Accounts related to Payroll (FSA, 401k, Tax Liabilities, Workers Comp, etc.).
  • Establish, maintain, and assess payroll processing systems to ensure timely and precise processing of payroll transactions, including salaries, benefits, garnishments, taxes, and other deductions.
  • Be cross-trained as a backup for weekly payroll processing and other payroll-related tasks.
  • Coordinate with internal finance departments for payroll funding, auditing, reconciliation, and reporting.
  • Verify hours, tax withholdings, deductions, bonuses, union fringes, shift differentials, and other incentives.
  • Draft communications, such as memos, emails, reports, and other correspondence to keep the company informed on payroll-related matters.
  • Monitor payroll expenditures to ensure correct account charges and identify corrective actions for any discrepancies.

Compliance Responsibilities

  • Set up and manage the payroll system, including new pay/benefit codes, taxability, system mapping, and related items.
  • Prepare the 401K Census data and assist with Actuary and Audit requests.
  • Research and implement payroll-related legislation and compliance measures.
  • Represent the department during internal and external audit procedures by providing necessary records/reports.
  • Process and complete all required project documentation to ensure compliance with Federal, State, and local wage laws.
  • Oversee and engage in the development, receipt, review, and processing of information for various departmental, State, and Federal mandated reports and records; verify accuracy and completeness.
  • Assist in managing payroll guidelines by drafting and updating payroll procedures with guidance from the HR Manager.
  • Manage year-end processes effectively.
  • Maintain employee confidentiality and safeguard payroll operations by keeping information secure.
  • Perform other duties as assigned.

Qualifications

  • Comprehensive understanding of payroll taxes, benefits, union dues, and fringe benefits for unions and prevailing wage areas.
  • Demonstrated adaptability to effectively manage changing priorities and timelines through analytical problem-solving.
  • Proven time management and follow-through capabilities with the ability to handle multiple tasks under tight deadlines.
  • A trusted advisor who actively listens and considers the broader impact of decisions across the organization.
  • Strong knowledge of payroll accounting and reconciliations.
  • A proven leader capable of identifying, developing, and managing team members to achieve individual and team career goals.
  • Current knowledge of applicable federal and state wage and hour laws and taxation.
  • A relationship builder with excellent communication and organizational skills.
  • Ability to work independently and collaboratively in a team-oriented environment.
  • Capacity to manage multiple tasks, prioritize effectively, and meet deadlines in a high-volume, fast-paced setting.

Education and Experience

  • Minimum of 10 years of payroll experience, with at least 5 years in a managerial capacity.
  • Prior payroll experience in a multi-state environment, particularly in California, within a high-volume multi-company setting.
  • Experience in the union construction industry is required.
  • Familiarity with LCP Tracker (Labor Compliance Program) is advantageous.
  • Experience in managing and documenting payroll controls for compliance purposes.
  • A college degree in business management is preferred.
  • Proven experience dealing with state and federal tax agencies for account management.
  • Previous experience in construction payroll is preferred.
  • Experience with Paychex payroll software is beneficial.
  • Proficiency in Microsoft software such as Word and Excel is required.
