Job Summary

The City of Daytona Beach is seeking a highly skilled Development Review Engineer to join our team. As a key member of our development review process, you will be responsible for ensuring that all development projects within the City meet the necessary standards and regulations.

Key Responsibilities
  • Participate in the development review process of all development projects and flood plain management responsibility within City limits.
  • Review and provide comments on site plans and subdivisions for conformance to the City's current Land Development Code.
  • Review new development studies for the purpose of providing recommendations concerning feasibility.
  • Coordinate with Utilities Department concerning water, wastewater, reuse-water facilities and Development Agreements.
  • Respond to inquiries and input from other departments and the public concerning proposed and current development projects and flood plain impact of the proposed project.
  • Coordinate with Public Works Department, Planning Division, and the City Attorney for matters concerning development projects and City infrastructure improvements.
  • Attend various meetings for the purpose of providing recommendation on proposed and current development issues.
  • Assist the Building Division with flood plain drainage and grading issues relating to new construction on residential lots and commercial site plans.
  • Answer project related questions from citizens, consulting engineers, developers, and contractors.
  • Confer with local, State, County, and Federal agencies concerning development matters and projects affecting the City.
  • Review maximum height of structures and determine if height exceeds airport sector height guidelines.
  • Monitor construction for the purpose of establishing and maintaining compliance with the Comprehensive Plan goals and objectives.
  • Coordinate transition of regulations developed in Planned Development Agreements to application in the permitting process.
  • Ensure adopted regulations are being followed throughout the development process.
  • Monitor all flood hazard areas within the City limits and coordinate with FEMA officials.
Requirements
  • Bachelor's Degree in Civil, Construction, Environmental, or Transportation Engineering or related field.
  • Minimum of three (3) to five (5) years of progressively responsible experience in government or private industry engineering regulation.
  • Registration as a Professional Engineer in the State of Florida, or able to attain registration within six months.
  • Certification as ASFPM Certified Floodplain Manager within one year of hire/promotion date.
  • Certification as Florida Building Plans Examiner within six months of hire/promotion date.
  • Valid State of Florida Driver's License.

The work environment is sometimes performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
