Job Summary

The U.S. Courts are seeking a highly skilled Financial Specialist to join their team. This is an exciting opportunity to work in a dynamic environment and contribute to the success of the organization.

About the Role

The Financial Specialist will be responsible for performing and coordinating administrative, technical, and professional work related to financial and accounting activities of the court. This will include compliance with appropriate guidelines, policies, and internal controls. The successful candidate will have advanced knowledge of procurement policies and practices and will be able to prepare complicated specifications, negotiate service contracts, and prepare significant and large purchase orders.

Key Responsibilities

The Financial Specialist will be responsible for:

  • Procuring supplies, equipment, services, and furnishings from government and non-government sources through new contracts, competitive bids, or existing government contracts.
  • Researching and evaluating suppliers based on price, quality, selection, service, support, availability, reliability, production, and distribution capabilities as well as the reputation and history.
  • Preparing specifications, solicitations, and requests for qualifications/proposals; researching products and equipment; preparing product/equipment specifications.
  • Obtaining and reviewing competitive bids, quotes, and proposals from vendors and contractors; discussing evaluations and review with requesters and subject matter experts.
  • Evaluating and monitoring contract performance to ensure compliance with contracted obligations; assisting with clarifying contract requirements and resolving any conflicts.
  • Negotiating terms and conditions of services and contracts with vendors and preparing and maintaining purchase orders and other similar documents.
  • Maintaining detailed procurement files which are subject to cyclical financial audits.
  • Reviewing invoices from suppliers and preparing payment vouchers for approval, including supporting documentation.
  • Executing and maintaining Court Reporter and Interpreter contracts and invoices.
  • Reviewing and processing travel vouchers. Assisting employees with questions, problems, or insufficiencies with travel voucher submissions.
  • Assisting with oversight of financial operations to ensure compliance with internal controls, policies, and procedures.
  • Assisting with internal control annual self-assessments and cyclical audits, including auditor document requests and submissions.
  • Preparing spreadsheets and maintaining databases to track expenditures.
  • Answering policy and procedure questions for judges and court staff. Providing customer service and resolving difficulties while complying with regulations, rules, and procedures.


Requirements

The successful candidate will have:

  • Two years of specialized experience in the financial or business field that provided a knowledge of the rules, regulations, practices, and principles of financial administration and/or accounting, and involved the routine use of automated financial and accounting systems or other computer-based systems and applications such as word processing, spreadsheets, or databases.
  • Excellent communication and interpersonal skills, both oral and written.
  • The ability to initiate, manage, prioritize, and follow through on multiple high-impact projects and priorities within strict deadlines in a fast-paced environment.
  • Self-starter with demonstrated analytical and problem-solving skills and ability to exercise sound judgment.
  • Outstanding attention to detail and accuracy.
  • Ability to be innovative and creative and contribute to a positive work environment.
  • Highly organized with tact, good judgment, a strong work ethic, and always maintaining a professional appearance and demeanor.
  • Exceptional ability to communicate, articulate, and relate to coworkers and others with professionalism and integrity.
  • Demonstrated proficiency in problem solving, troubleshooting, and identifying alternative solutions.
  • Demonstrated ability to make timely and effective decisions.
  • Excellent project management skills with a track record of delivering successful projects, proven experience in project management.
  • Team player with the highest standards of excellence and integrity, and displaying always and to all persons, a courteous, professional, and cooperative attitude.
  • Proficiency using Microsoft Excel, Microsoft Word, and Adobe Acrobat.


Education

A high school graduate or equivalent is required. A bachelor's degree in accounting, finance, business administration, or related field is preferred.
