Objective

The Program Manager is tasked with ensuring that donor-funded initiatives are carried out with maximum efficiency and effectiveness, guaranteeing timely delivery and adherence to budgetary constraints. This role involves the development and maintenance of exemplary standards to represent the organization to donors, utilizing top-tier project management methodologies, standards, and tools. The Program Manager supervises the entire project management lifecycle, which includes governance, team leadership, monitoring, prioritization, communication, and quality assurance.

Key Responsibilities and Duties

The essential functions to support PRVCU projects include:
  • Establishing processes to facilitate operational planning, program development, and administrative management services.
  • Creating frameworks to develop, monitor, and report on program budgets, assisting leadership in resource allocation decisions to achieve long-term objectives.
  • Evaluating grant requirements, assembling suitable response teams, and delegating tasks to ensure timely submission of proposals.
  • Overseeing project milestones, production timelines, assignments, and deliverables, while scheduling and facilitating meetings based on project needs.
  • Formulating annual budget plans and justifications, managing approved budgets in collaboration with leadership.
  • Coordinating with the Financial Office to ensure ongoing budget balance.
  • Directing the creation of policies, procedures, and guidelines across program areas.
  • Regularly reporting progress towards program goals to senior management and project supervisors.
  • Overseeing the preparation of critical documents such as position papers and reports for management use.
  • Establishing systems for evaluating program effectiveness.
  • Advising program officials on the efficiency and effectiveness of assigned programs.
  • Assisting in identifying new grant opportunities, including researching potential funding sources, drafting proposals, and maintaining relationships with funders.
  • Collaborating closely with financial and compliance officers to ensure grant adherence.

Qualifications & Technical Job Requirements

  • Background in managing federal grants from agencies such as HUD, CDC, HHS, and FEMA.

  • Excellent interpersonal and presentation skills, with the ability to influence collaboration.
  • Capability to prioritize tasks and work under pressure.

Experience & Educational Requirements
  • A master's degree from an accredited institution in Administration, Business, Science, or a related field is required.
  • A minimum of three years of Program Management experience in a non-profit setting is essential.
  • At least three years of experience in large-scale project management is necessary.
  • Project management certification is highly regarded.
