The New York State Department of Labor seeks a highly skilled Business Systems Analyst 2 to join our team in Albany. As a key member of our Division of Technology & Innovation, you will play a crucial role in leading business systems analysis for small to medium-sized projects, ensuring that our IT systems and business processes are efficient, effective, and aligned with the department's goals.

**Job Summary:**

As a Business System Analyst 2, you will be responsible for managing BSA teams, enforcing business process and integration standards, and analyzing and revising flow charts, process models, and technical specifications. You will work closely with stakeholders to identify IT system requirements and develop business case documents detailing project justification and explanations.

**Key Responsibilities:**

• Lead BSA team through all phases of business systems analysis for small to medium-sized projects, or series of smaller projects in a cross-functional environment.

• Manage BSA team to ensure standards are enforced to include business process and integration, data format and integration, system and vendor documentation for operational support.

• Analyze and revise flow charts, process models, and technical specifications describing 'as is' or 'to be' IT systems or business processes.

• Work to identify IT system requirements to gain stakeholder agreement for IT projects or business process change documents detailing the project.

• Assist in preparations to justify and explain IT system or business process requirements.

• Evaluate the outcomes of systems testing and confirms that the results are consistent with the system or business process specifications.

• Review proposals from staff and recommends to management the criticality of revising system or business process requirements during and after IT system implementation, if applicable.

• Determine the impact of software and hardware releases on the IT system; recommend delaying software upgrades or revising system specifications and business rules to meet software and hardware requirements.

• Assist in the development of training related to business systems implementation for users.

**Requirements:**

• A bachelor's or higher degree AND three years of business analysis experience where your primary duty was performing three of the following activities:

1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs.

2. Identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements.

3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements.

4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.

5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities.

• OR a bachelor's or higher degree AND possession of a Level 2 IIBA/CCBA Certification AND one year of business analysis experience where your primary duty was performing three of the above-mentioned activities.

• OR possession of a Level 3 IIBA/CBAP Certification.

**Preferred Qualifications:**

Ability to initiate and maintain relationships across a diverse set of stakeholders.

**Salary Range:** $70,000 - $90,000 per annum.
